Compliance Officer
You will be responsible for carrying out a range of MIS data management activity, including undertaking regular and robust quality assurance of data, collating, analysing and providing data to stakeholders. Maintaining knowledge of ESFA and the Authority’s rules and regulations in relation to Apprenticeships. Your role will also be to support the Quality/Compliance Audit Function within Army Apprenticeships to provide 2nd Party Assurance to Army Headquarters.
Main Responsibilities
* Working as directed by the Quality and Compliance Manager and as part of the MIS team.
* To promote and develop a robust system for carrying out regular quality checks on data produced by WBL.
* To update data and Maytas Hub guidance notes and ensure they remain current.
* To generate Business As Usual (BAU) reports for export such as the Monthly Occupancy Report (MOR), the Individualised Learner Record, various error reports.
* To generate BAU reports for stakeholder analysis such as Performance Management Report (PMR), Provider Data Self-Assessment Toolkits (PDSAT) and Qualification Achievement Rates (QAR).
* To work as part of the MIS team to respond to stakeholder and external user queries, provide data as requested, prepare and generate final Period 14 for year end, and contribute to regular cleansing of data on MIS.
* To prepare and provide CPD sessions for internal staff and stakeholders.
* Provide support to the Quality Compliance Manager to undertake financial compliance audits of sub-contracted apprenticeship provision within the Army Apprenticeship Programme in accordance with the Educational Skills Funding Agency (ESFA) funding regulations.
* In conjunction with the Quality Compliance Manager, undertake field visits to evaluate the effectiveness of the Service Providers' Financial Management Controls Environment (FCME).
* Undertake audits on Army and Service Providers' compliance with the Apprenticeship Accountability Framework.
* Conduct quality/compliance audits in accordance with Army audit processes.
* Support the company in preparation for external audits.
* Monitor ESFA, DfE and IfATE/Skills England updates to ensure new initiatives and proposed policies are evaluated and integrated into the Quality/Compliance audit activities and processes.
* Travel within the UK to carry out in the field audits.
* Occasional overnight stay in the UK.
* To carry out any other duties as requested by the Quality and Compliance Manager.
Other Duties
* Meet for one-to-one reviews with Quality and Compliance Manager to provide updates on progress on work strands and identification of issues and risks.
* Attend regular WBL Team Meetings, MIS Team Meetings and Stakeholder meetings.
* Support CPD events, including Army Apprenticeship Lead Working Groups and Service Provider events.
* Maintain current knowledge and competence to perform role.
* Take responsibility for development of own CPD.
* Support the Army in external inspections by Ofsted/ESFA as directed by Quality and Compliance Manager.
Essential
* GCSE Level 4 or above in English and maths.
* Significant experience of ESFA funding rules.
* Experience of working in a quality assurance capacity.
* Up to date experience of working within the Apprenticeship Sector.
* Experience of working with a Management Information System to extract data.
* Excellent written and verbal communication skills.
* Able to use MS Word/Excel competently.
Desirable
* Experience of working in the Army Apprenticeship Sector.
* Experience of using Maytas to create reports and analyse data.
* Qualification in Internal Quality Assurance.

Pay: £25,000.00-£33,000.00 per year
