Salary: Grade D, Scale Point 12-16, £30,021 per annum
Contract Type: Permanent, Full Time, 37 hours per week

Role overview
Aylesbury Town Council is seeking a Procurement and Contracts Officer to help us manage and grow our procurement and contracts processes. This is a brand new role, so as well as performing the day-to-day operations of the service, you’ll have the opportunity to shape and develop things, implementing best practice and developing strategies, contributing towards the successful operation of the Finance department.
Key responsibilities
· Strategy development – including procurement, commissioning and contract management strategies and developing procurement policy
· Procurement – ensuring best value, preparing documents and reports, and providing guidance on technical matters
· Contract monitoring – ensuring adherence to the law and best practice, development of contract registers and producing reports
· Record keeping – promote good administration and ensure requirements of the Transparency Code are met
· System ownership – take responsibility for e-procurement and contract management systems, including development and testing, and staff training
Person Specification
· Essential qualifications, relevant degree/MCIPS qualified, studying towards MCIPS or equivalent experience
· Essential experience of procurement practices and techniques preferably within the Public Sector
· Essential knowledge of procurement processes and techniques
· Essential skills and competencies, an excellent communicator both verbal and written, able to work with all colleagues at all levels within the council, excellent IT skills
