The Assessment and Placements Manager role will play a crucial role in driving business growth by proactively building our referrals and assessment pipeline. This role involves building strong relationships with commissioners, local authorities, and health and social care professionals to promote the organisation, generate new referrals and maximise occupancy. Marcus and Marcus is a CQC-regulated, Specialist provider of person-centred Care and Support. Based in Enfield, but providing services across London and with ambitions for further growth, we are dedicated to supporting adults with learning disabilities, autism and complex needs, lead meaningful lives and achieve positive outcomes.
We have a robust support infrastructure, including an in-house Positive Behaviour Support (PBS) Team, dedicated administration team, and experienced Operations Managers and team of care and support workers. Our collaborative approach ensures we provide the highest quality of care and support, enabling us to achieve a recent “Outstanding" rating from the CQC.
Job Purpose:
This is a key role within our senior management team, responsible for coordinating all assessments and referral processes. You will work closely with commissioners, multi-disciplinary teams (MDTs), housing providers, and people we support to identify suitable placements, ensuring each person receives tailored, needs-based support in the right environment.
Key Responsibilities:
Assessment and Placement Coordination
- Build market intelligence within the social care field and promote best practice working.
- Act as the first point of contact for stakeholders ensuring timely and responsive communication.
- Gather and review all referral information to assess suitability for placement.
- Manage and coordinate a structured referral pipeline and waiting list.
- Create a strong and responsive referral and assessment pathway.
- Ensure that all assessments are holistic, covering care needs, environmental suitability, risk management, and transition planning.
- Lead placement discussions, considering individual needs, housing compatibility, and long-term care planning.
- Provide service users and families with clear information about our services, supporting informed decision-making.
- Develop tailored transition plans for new service users, including introductory visits, phased move-ins, and pre-placement assessments.
Stakeholder Engagement & Relationship Management
- Build strong working relationships with local authority and NHS commissioners, social workers, and health and social care team to promote services and maintain a steady flow of appropriate referrals.
- Liaise with housing providers to identify and secure suitable accommodation for new service users.
- Represent Marcus and Marcus at external meetings, assessments, and commissioning panels.
- Ensure effective multi-agency collaboration to deliver smooth and person-centred service transitions.
- Support families and carers throughout the assessment and placement process, addressing concerns and ensuring they feel involved in decision-making.
Service Mobilisation & Development
- Work closely with the senior management team, including Business Development, Operations leads, and PBS team to facilitate new placements, ensuring seamless service mobilisation.
- Lead internal referral review meetings, presenting cases for assessment and ensuring robust placement planning.
- Maintain detailed and accurate records of all referrals, assessments, and placements using our case management system.
- Develop reports and updates for the Service Director and Senior Leadership Team, tracking service demand, placement outcomes, and potential areas for growth.
- Support service development by identifying unmet needs, contributing to proposals, and assisting with new service planning.
Operational & Compliance Responsibilities
- Ensure all placement decisions comply with CQC, local authority, legal and best practice requirements.
- Oversee the completion of risk assessments and care plans for new placements.
- Work with the finance and operations teams to ensure package costs and funding agreements are clearly defined.
- Ensure compliance with GDPR and data protection regulations when managing service user information.
Communications and marketing
- Contribute to the development and maintenance of a suite of bespoke marketing materials.
- Planning marketing events with Senior Colleagues.
Person Specification :
Essential Skills & Experience
- Background in Adult Social Care, Health, Nursing, or a related field with strong knowledge of learning disabilities, autism, and mental health.
- Experience in assessments, referrals, and placement coordination within supported living or health and social care settings.
- Proven ability to build and maintain professional relationships with commissioners, social workers, housing providers, and MDTs.
- Strong understanding of Positive Behaviour Support (PBS) and trauma-informed practice.
- Excellent report writing skills, with the ability to develop detailed placement proposals and risk assessments.
- Uphold the organisation’s reputation and increasing service awareness
- Exceptional organisation and time management skills, able to juggle multiple referrals and assessment processes.
- Strong communication skills, with the ability to liaise effectively with service users, families, and professionals at all levels.
- Experience working within CQC-regulated services, ensuring all placements align with best practice and regulatory standards.
- Ability to problem-solve, think creatively, and develop person-centred solutions for complex referrals.
Desirable Skills & Experience
- Knowledge of housing and tenancy-related issues in supported living.
- Familiarity with funding processes and financial negotiations in adult social care.
- Understanding of complex needs, forensic histories, and dual diagnoses.

Working Location & Travel

Salary & Benefits
- Salary: £40,000 - £45,000 pro rata (based on experience)
