Ofgem is Great Britain's independent energy regulator. Our primary responsibility is to protect energy consumers, especially the most vulnerable, while at the same time working with government, industry and consumer groups to deliver a clean, more affordable and secure net-zero energy system at the lowest cost to consumers and drive economic growth. The Energy Act 2023 includes a package of significant reform to the governance of the gas and electricity industry codes, that will aid the modernisation of the energy system and fundamentally change the way the sector is regulated. It is vital that these codes, which contain the detailed rules of participation in the energy markets, can respond to the evolving sector. The Act introduces a new strategic oversight role for Ofgem, supported by a new licensing regime for code managers who will be responsible for the governance of the codes. We are looking for a programme delivery expert to lead on implementation and manage the complex planning and dependencies between the legislative, organisational and stakeholder management challenges for each of the workstreams in the code governance reform project. The successful candidate will be deployed in the Market Oversight and Enforcement directorate, reporting to the Deputy Director Industry Rules. This will be a challenging but rewarding role: it is a high-profile, complex and evolving area of work, responsible for making fundamental changes to the institutional arrangements of the energy sector in real time. You will be responsible for coordinating all the parties involved in the transition to the new governance arrangement and will monitor the assurance of their delivery of the project goals. You will lead a multi-disciplinary team to deliver our stakeholder engagement and project management functions. Effective engagement with industry is crucial, as is collaboration across Ofgem and government to manage interdependencies, risk and the complex delivery landscape. Person specification Key Responsibilities Planning : Establishing and managing a comprehensive implementation plan, leading coordination activities between the project workstreams, internal stakeholders and external stakeholders and ensuring there are systems in place to monitor and track delivery across all project workstreams and report on progress to the senior leaders and Ofgem internal governance. Project Delivery : Delivery of a significant programme of work, managing and co-ordinating successful outcomes with project policy leads to drive the critical path as a member of the project's senior management team. Resource Management: Own overall project resource planning to ensure match of resourcing and budgets with project requirements including external consultancy, legal, and internal resources. Accountable for agreeing and delivering on budget and resource requirements. Communications & Stakeholder Management: Overseeing communication and engagement with parties involved in the implementation of Energy Code Reform, leading external relationships as appropriate, establishing good working relationships and collaborative ways of working with internal teams and external partners. Dependency Management : Work with project leads and workstreams to ensure dependencies are actively managed, resolve issues between the various elements of the project ensuring mitigations are in place and resolved through negotiated agreement. Project Performance & Controls : Maintain overall integrity and coherence of project and governance framework to support each project workstream and establish an implementation assurance framework to deliver assurance activities. Governance : Clearly define roles, responsibilities and accountabilities and ensure appropriate governance structures are in place to monitor progress and compliance for decision making, risk managem ent, quality outputs and timely delivery, escalating where required through project governance using both internal systems and offline project reporting. Team Management Manag e a multi-disciplinary and diverse team to provide inclusive leadership, supporting and developing team members and the wider project team and demonstrating commitment to Ofgem Values.
