About the role

We have an exciting opportunity for an enthusiastic and motivated Licensing Enforcement Officer to join our team at Hammersmith and Fulham. This person will be expected to assist in all aspects of Licensing enforcement work carried out by the service.
Role Duties:
• To undertake licensing inspections, and provide technical advice, for premises which are issued licenses under the Licensing Act 2003, Gambling Act 2005, Scrap Metal Act 2013 and Local Government (Miscellaneous Provisions) Act 1982.
• To investigate licensing offences and have an understanding of the legislation relating to enforcement such as the Police and Criminal Evidence Act 1984 and the Criminal Procedure and Investigations Act 1996.
• To draft a range of responses to Councillors, MP's, complainants and FOI enquiries.
• To assist with any appeals lodged and to attend Magistrates and Crown Court as and when required.
Knowledge and Skills specific to the role:
• Licensing qualification and membership of the Institute of Licensing.
• Knowledge of the Police and Criminal Evidence Act 1984, RIPA and the Criminal Procedure and Investigations Act 1996.
• Comprehensive knowledge of all aspects of licensing legislation, in particular the Licensing Act 2003, the Gambling Act 2005, Scrap Metal Dealers Act 2013 and the Local Government (Miscellaneous Provisions) Act 1982.
• Experience undertaking licensing enforcement inspections at a range of licensed premises to check for compliance.
• Knowledge investigating and progressing licensing enforcement cases, including follow up visits, multi-agency working, and reviewing CCTV footage.
• Experience drafting and preparing prosecution files and reports, and experience of attending Court to give evidence.
• Experience of drafting replies to Councillors/MPs and completing Freedom of Information enquiries and complaints.
• The ability to write reports for licensing sub committees and experience presenting and answering questions at these meetings.
• Previous experience assisting / leading on licensing appeal cases.
• Current valid driving licence.

• Competent user of Microsoft Office, e.g. Word, Excel, Teams etc
• Excellent communication skills
