Javelin UK Ltd is contracted by the Javelin Joint Venture (JJV) in the US, to provide Life Cycle Customer Support for the Javelin Weapon System hardware delivered to the United Kingdom Ministry of Defence. This involves the receipt, repair and return of the equipment back to the customer within the contractual turn-around time. As the Deputy UKRF Manager, you will join a small team that has full responsibility for the Swindon site, aspects of which include Facility Management, Security, EH&S, Customs Compliance and IM/EX Licensing and Certification, Finance & Procurement, Inventory Management, Repair of Javelin hardware, Customer Liaison and PDS Secretary duties. This is a challenging, yet highly rewarding role requiring a varied skill set. You will work fulltime from the facility, alongside the current UKRF Manager, with opportunities to visit customer sites and the US as required. An in-depth description of the job role as performed by the current UKRF Manager is described below and the successful candidate will be required to assimilate these skills by attending off-site training courses and on the job training, for this multi-faceted role. Facility Maintenance, Security and EH&S The UKRF Manager has total responsibility for the Swindon site and is the first responder, on call 24/7/365. The UKRF Manager has to ensure the UKRF is compliant with all government building codes and standards and Raytheon UK Policies & Procedures with respect to the maintenance and operation of the building and services, and the protection of employees, visitors, the public and the environment from harm. Customs Compliance, Import & Export Licensing and Certification The UKRF Manager is the Javelin Importer and Exporter of Record for both Javelin UK and the UK MOD. There are a vast number of licences / authorisations /undertakings necessary to do this. Dependent upon what the UKRF Manager is exporting or importing they will need valid originals or copies of documentation to support his/her shipment, and these will be checked during Audits. As well as having the documentation in place DHL need Shipping Instructions to be raised for exports and Clearance Instructions for imports and the correct Commodity Code (US call it HTS Code) listed for each item being shipped has to be correct as these ensure you pay the correct amount of customs duties, taxes and other charges. Complete paper records (invoice, airway bill, shipping instructions / clearance instructions and customs paperwork) for all imports/exports are kept and archived for audit and company policy purposes. Finance/Procurement The UKRF Manager is responsible for ensuring all invoices are received, registered on the Javelin UK Ltd invoice register, approved and forwarded to Raytheon UK Accounts Payable in a timely manner. POC for the Customer (IGMR and the User) The Javelin UKRF is the first point of contact for multiple key stakeholders. Typically, this will involve email or telephone queries on logistical matters or equipment issues, but it can also involve face-to-face meetings at the UKRF. An example of this is "direct repairs", where an equipment issue cannot be resolved by the user and the user brings their equipment to the UKRF. On a prearranged day and time, the user will deliver the equipment to the UKRF and wait while the equipment is repaired, which minimises training downtime. The UKRF works closely with various agencies aligned to the UK MOD. Inventory Management and Repair of UK MOD Assets and Inventory Management is a contractual requirement carried out in accordance with the Supply Support Plan. This document gives precise instructions, along with detailed lists of the documentation that is required on receipt and issue of hardware into/out of the UKRF. Once received into the UKRF the hardware is entered onto the proprietary Asset Management System (AMS), which accurately accounts for all UK assets that are received, stored, issued, or shipped at the UKRF. AMS supports the management and detailed tracking of all maintenance actions including repairs, retrofits, Turn Around Time (TAT), and parts consumption. AMS also provides historical records, existing or custom reports, and is an excellent resource for maintenance trend analysis. Many aspects of the aforementioned process is carried out by the UKRF Manager. Repairs to the Javelin hardware are carried out by following the procedures detailed on the Interactive Electronic Technical Manual (IETM). The successful candidate will receive in-depth on the job training on both the use of the IETM and the repair of the hardware. PDS Secretary The UKRF Manager is Secretary to the Javelin Post Design Services and Javelin Project Safety & Environmental Panel telecon meetings. These are held virtually from April to June and September to January and face to face in the US in February and in the UK in July. Minutes must be written in a timely manner and then passed to the UK MOD for review, after which they can distributed. The Deputy UKRF Manager will be required to attend some of these meetings and then carry out secretarial duties in the UKRF Manager's absence.
