JobSummary:
* Asa member of the council s senior management team to contributeproactively to the collective leadership for the council workingcollaboratively with Members services across the council partnersand stakeholders to deliver the council s objectives andpriorities.
* Leadby example in modelling and embedding the council s values andbehaviours to help build a sustainable highly effectiveorganisation and develop our reputation as a successful councildelivering great value for itsresidents.
* Provideoutstanding leadership and direction to the service driving servicetransformation and ensuring excellent joint working with Membersand otherstakeholders.
KeyDuties/Accountabilities(Sample):
* Helpshape the direction of the council to drive forward the publicservice reform agenda and ensure delivery of its priorities andvalue to residents. Provide a strategic vision for the futuredevelopment of the service to enable the council to meet its futurechallenges fostering a culture of continuousimprovement.
* Asa senior leader working as part of the distributed leadershipnetwork of the council work together to drive forward and acceptcollective responsibility for a range of departmental andcrosscutting initiatives which are required to ensure changes areembedded in a sustainable way throughout theorganisation. Provide corporate leadershipthat encourages our staff to recognise their contribution to thestrategic objectives the council hasset.
* Lead theintegrated delivery improvement management and performance of theservice commissioning and directing activity within the council andexternally as required and ensuring overall objectives aretranslated into effective plans and that the service is efficientand locally responsive. Provide inspirational and professionalleadership to staff strengthening skills and competence andfostering a strong culture of standards performance andaccountability.
* Ensuretight budgetary control and prioritise use of resources and assetsto support the delivery of the council s corporate vision and helpensure that the council receives value for money from itsexpenditure. Drive and/or support the development of outcomebasedcommissioning models to better ensure strong price competition andtransfer of risks through contracts with third parties. Championand drive the development of commercial opportunities whereappropriate.
* Activelyengage communicate and influence within the council across partnersand with the wider local and central government community tochampion the council s approach to unified public services. Fosterthe bringing together of local services and decisions acrossagencies to reduce demand and help communities more independentlysupportthemselves.
* Leaddevelop and ensure implementation and review of change managementprogrammes to deliver continual improvement. Assist the ChiefExecutive and Executive Directors in developing a singlecouncilwide corporate culture to engender a strong and sharedapproach to delivering services and providing better support forstaff to deliversavings.
* Ensurethat all activities within the service comply with the council sconstitution Standing Orders financial regulations health andsafety and safeguarding responsibilities and that effective systemsoperate within the service to manage performance andrisk.
* Upholdand promote the aims of the council s equality and diversitypolicies to ensure nondiscriminatory practices in all aspects ofwork and that diversity is embedded in everything from workforceplanning and policy development to planning servicedelivery.
* Leadon the closure of accounts for the relevant team ensure that incomeand expenditure accounts are accurate all balance sheet items arereconciled and all holding accounts cleared on a regular and timelybasis; ensure achievement of full monthly or quarterly close downsof relevant areas; ensure production and presentation of financialmanagement information budget monitoring trading reports financialmodels etc which are accurate and timely appropriate to theaudience
* Fostera highperformance culture including carrying out internal servicereviews to improve value for money efficiency and ensure theservice is at the leading edge of service delivery and developmentand deliver an efficiency savings target for their service to bedetermined by the Director of Finance s Management teamannually
* Negotiatewith a wide variety of external contractors partners governmentdepartments and suppliers investment banks and brokers and otherorganisations financial advisers; lead on developing complexfinancial models commercial agreements on multimillionpoundcontracts securing funding for the Council investigate innovativefinancing and funding methodologies and representing the Council onnational working groups
* Bean effective lead on improving finance projects including leading ateam of staff developing a project initiation document and aproject plan ensuring projects deliver agreed outcomes successfullyand on time; drive a planning and programme and project managementculture and lead on post. implementation reviews
* Rapidlyassess the implications of all emerging and potential issues / newpolicies and ensure the Director of Finance is promptly and fullybriefed
* Toundertake any other duties within the team commensurate to the postas required and to be rotated to other posts within the departmentas required in line with the business needs of thedepartment.
Skills/Experience:
* Substantialexperience evidenced by a track record of success leading anddeveloping a significant organisational function or service in alarge multidisciplined organisation with comparable scope budgetsandresources.
* Demonstrableexperience of establishing and building partnerships and productiveworking relationships within a complex policy and serviceenvironment with senior managers and councillors and a wide rangeof other bodies such as partner organisations communities publicagencies and statutorybodies.
* Evidenceof successful resources management in a multidisciplinaryenvironment as well as a successful track record in managing largebudgets business planning quality and performance managementincluding formulating budgets and financial models resolution ofconflicting priorities applying rigorous planning challengemonitoring and control procedures.
* Experienceof commissioning and leading the analysis of a range of data e.g.comparing the Council s income and expenditure against other localauthorities and other organisations drawing together suggestionsabout future strategy andpolicy.
* Managingand successfully delivering several projects simultaneously aknowledge of project management and of implementing and operatingmajor changes to service provision; advising on preparation of fullbusiness cases for investment decisions including the ability toapply options appraisals and evaluation techniques.
