Clearance Requirement: Ability to obtain and maintain a Secret Clearance Travel Requirements : None Location: Norfolk, VA SUMMARY : WR has an opportunity for a Program Analyst, Lead to support development of the project budget, technical reports, project activities, schedules, and proposals. Assist project manager with managing and tracking project related requirements and contractual deliverables. Position responsibilities will include, but are not limited to the following: Under minimal supervision, develops projects plans, collects data and provides budget and research and cost analysis. Assist in performing project and risk analysis and assessment and development of mitigation strategies. Maintain awareness of required project-related deliverables to ensure timely data input and submission. Develop cost estimates, status reports, and budget estimates. Track project activities, schedules, issues, deliverables, and deadlines. Compile reports and interpret financial data for project planning and performance. Prepare responses to project and program data calls. Participate, record, and disseminate project and customer meeting minutes. Track project-related administrative activity. Preparation of status reports, data collections and analysis. Draft and send project-related correspondence. Track project metrics and provides data and analysis to the Project Manager. · Prepare responses to project and program data calls. · Must be willing to work in the main office, and visit the lab facility as required. Candidates must possess the following knowledge, skills, and experience: Bachelor’s degree in Accounting, Finance, Business Administration, or related field. Equivalent experience may be substituted in lieu of degree depending on contractual requirements. Six (6) years of experience in the analysis of funding, expenses, tracking labor hours and materials, or other direct costs, and preparation of status reports. Two (2) years of contract management experience, to include: o Development of Program Acquisition Documentation o Data Collection and Analysis o Development of Cost Estimates o Development of Program Status Reports Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures preferred. Proficiency in MS Office suite, with a focus on Excel, PowerPoint, and Word. Excellent written and verbal communication skills.
