Purpose of the Job
* To assist in identifying, developing and ensuring account wide adoption across AMS, EMEA, GDN and APJ-MEA of the QHSE strategy in line with the CBRE GWS Quality, Health, Safety & Environmental strategy, policy and processes.
* To manage and ensure the implementation of the client's H&S objectives across all required regions in line with the agreed statement of work and to ensure the correct level of Objectives and KPI reporting is maintained.
* To monitor, review & analyse QHSE performance and identify appropriate initiatives & differentiators to ensure continual improvement across all required regions.
* To manage the implementation of the CBRE Quality, Health, Safety & Environmental strategy (including that within the specifically defined client area of responsibility) to ensure a safe, healthy and environmentally compliant working environment whilst furthering best practice standards within the business and supply chain.
* To establish a collaborative 'working partnership' within the customer base to facilitate the achievement of consistency in best working practice, delivered through the definition and adoption of working practices that provide and maintain confidence in service delivery and drive continual improvement.
* To facilitate effective Global management and co-ordination of all HSE resources supporting the DXC Account, whether Account dedicated and matrix aligned.
Key Responsibilities
* Managing, implementing and continuing to drive forward QHSE strategy in accordance with the ethical guidelines and corporate policies of both CBRE and our client and managing the delivery of Contractual QHSE related KPIs with demonstrable evidence of legal compliance.
* Managing, implementing and reviewing the account specific QHSE business plan and objectives in line with the Enterprise Accounts strategic HSE plan and objectives.
* Liaison with the client to ensure expectations are understood and delivered, as far as is reasonable enabling suitable management of risk exposures.
* Enable compliance with all business-wide policy and strategy through management system audits. Ensure an up-to-date schedule for necessary and appropriate audits is maintained and the necessary audits are carried out in accordance with this schedule. Role includes the on-site support and facilitation of QHSE audits.
* Ensure the systems and processes implemented across the global portfolio reflect the intentions of CBRE and the client and are in compliance with industry best practice (ISO 9001, ISO 14001, and ISO 45001 (or similar regional alternatives)).
* Manage the provision of guidance and practical expertise on QHSE topics ensuring there is appropriate day-to-day support and guidance to our team, our supply partners and the client.
* Responsible for risk management across the client's global portfolio. Accountable for co-ordinating activities across all required regions to achieve full compliance related to any KPI related activities.
* Lead & support initiatives and best practice activities in all areas of QHSE management and promote and maintain the behaviours and RISE values of the business.
* Manage and maintain the CBRE QHSE training strategy across the global portfolio and support its delivery to enable standards of QHSE competence to be achieved and maintained across the region.
* Ensure account based QHSE 'Risk Champions' are established and manage the delivery of objectives.
* Compile appropriate performance reports for the account and maintain performance monitoring, analysis and review against established metrics and standards to drive continual improvement.
* Support the achievement of good industry practice, business competitiveness, and the development of a learning organisation.
* Support effective business communication through advice, review, leadership and direct contribution to management and team meetings, briefings, consultation forums, correspondence, publicity, monthly and ad-hoc reporting and other publications, as appropriate.
* You will own client relationships at an operational level that provide performance assuarances and enhance CBRE's QHSE standing providing assurances to the client and to CBRE Senior Stakeholders.

* Functional & Accountable to the DCS Global Alliance Director
* Accountably dotted lined to EA Account Operations Director
* Dotted line management responsibilities for HSE Global Advisor and HSE Management / Supervisors across all Regions of operation.

PERSON SPECIFICATION
Education
* A good general education. A formal management qualification in Health & Safety management.
* Practical application of auditing and membership of IIRSM or IOSH. Must have a number of years of relevant experience.
* Conversant with ISO 9001, 14001 and 45001 Standards (or similar regional alternatives).
* Formal qualifications in Health, Safety and Environmental.
* Experience in management system auditing.
* Lead Auditor Certification in ISO 45001& ISO 14001 is preferrable.
Training
* Incumbents must be able to demonstrate a career showing continuous personal development in the related field of QHSE.
Experience
A number of years' experience of managing risk, practical skills to include:
* Risk Management implementation
* Monitoring and analysis of management system performance and MI
* Implementation of policy and process
* Ability to positively articulate QHSE through suitable presentation media
* Accident / Hazard investigation & analysis to drive continual improvement
* Delivery of QHSE training
* Working knowledge of varying business sectors.
* Managerial experience within other functional disciplines.
Aptitudes
* Numerate with a high degree of computer literacy.
* Excellent verbal and written communication skills.

Circumstances
* Incumbents may be required to travel widely across the EMEA region and on occasions, support new business development, and participate in training and strategic reviews. Occasional overnight stays will be needed.
