As a Service Manager in the Families and Childrens directorate your duties and responsibilities are to Work jointly and collaboratively as part of the extended leadership team to achieve the directorates aims and vision and contribute to wider council priorities. Support children, young people and their families be healthy and resilient and able to maximise their life chances and independence. Support and drive innovation and change across the service and wider partnership Provide leadership across the partnership (including both internal and external partners), demonstrating a breadth of knowledge and skills and willingness to step outside of specialisms. Operate matrix management arrangements, including where required to multiagency staff groups, and provide leadership of a diverse range of day to day and transformational projects. Support the service to have robust financial management and where relevant taking management responsibility for delegated budgets, including budget monitoring and staff resources. Provide strategic policy direction and leadership across areas of responsibility. Work proactively and take responsibility to assess and mitigate corporate risk. Undertake quality assurance activity, including analysis of performance outcomes and compliance with statutory responsibilities. Undertake operational management of a specialist service, area and/or workstream which has impact across the council managing day to day performance in conjunction with the relevant head of service. To be expected to work unsociable shifts both planned and at short notice to meet service needs. To co-ordinate the departments response to Emergency and Major Incident Procedures set up by the Council out of normal office hours. To carry out the delegated authority of the Directors of Childrens Services, outside of normal office hours, in making decisions in an emergency including in relation to an individual involving issues of personal liberty e.g., Allegations Management or strategically in terms of Rapid Response relating to Child Death Enquiries or Business Continuity. There is a statutory notification of serious events to be discussed directly with the Senior Manager on call. To negotiate and maintain contracts with relevant agencies, managing funds fromthose agencies and staff resources deployed into the team. To report such activity as appropriate to the respective Corporate Directors as lead commissioners. To include the emergency commissioning of specialist safeguarding provisions at point of crisis for the most vulnerable service user groups. As Service Manager Integrated Front Door (Early Support Hub, MASH, Out of Hours and Local Authority Designated Officer For Allegations) Directorate lead for Early Help and SEND, you will have oversight of the following teams/functions Integrated front door (Early Support Hub, MASH and Out of Hours Service). Early Help/Support across the whole agenda which extends to pre and post front door interactions. Local Authority Designated Officer For Allegations SEND support within the Early Help Hub and lead across the whole agenda and directorate, supervision of the DSCOYou will lead on the specialist areas of Early help/support partnership strategy. Thresholds across Families and Childrens Services. Lead advisor on Early Help/Support and Thresholds, providing specialist advice to Senior Leaders. Allegations of persons in a position of trust. SEND agenda across the whole directorate and within Early Support Hub and across partnership Key duties within your areas of responsibility are to Ensure families and children in Wiltshire receive the support they require at the right time and at the right level, through decision making at the integrated front door but in an out of normal working hours. This includes the provision of early support and early help services in communities; pre integrated front door and across the whole of Families and Childrens Services. Ensure timely and robust multi-agency decision making within the integrated front door, leading to clear service delivery and support from the most appropriate professional/agency to the family. Provide expert advice and guidance on complex operational issues. Identify and manage risks, ensuring that significant risks are escalated as appropriate.Oversee and ensure staff engagement, personal and professional development and succession planning. Develop and ensure effective performance monitoring and management. Model the councils behaviours and develop and encourage these within youteams. Lead on specific programmes of improvement and innovation within these teams In addition to the responsibilities described in the role profile, specific duties include Responsible for the performance of the teams and areas of work being line managed. Ensuring the performance of Team Managers delivery front line services within their teams. Working closely with other services to ensure join up of service delivery i.e. school effectiveness, police, adult social care, SEND etc. Developing strategies to realise savings and service improvements within the Support and Safeguarding Service using performance information to identify efficiencies in the service. Responsibility for ensuring that the strategic needs of the service are met as well as tracking of individual cases and associated budgetary implications. Identifying, planning, designing and implementing improvements to the childs journey to achieve permanence. Deputising for the Head of Service as required. Developing strategies to ensure the provision of technical support and expertise is in place to deliver the service priorities identified in the council business plan and people strategy, and where applicable lead on projects that deliver the actions needed. Membership of multi-agency strategic group for example SVPP sub-groups. Supporting and advising team members in dealing with complex cases and where there is a high level of risk to service users, personnel or reputational. Supervising and undertaking appraisals in line with policy in respect of all staff. Provides health and safety support and supervision to departmental staff working out-of-hours and to all staff working within the team or under contract to other agencies. Ensuring that all staff receive appropriate training in order to meet the needs of service, Continuing Professional Development and requirements to meet professional registration. Deliver effective services for children and young people with disabilities ensuring that an integrated and evidence-based approach delivers improved outcomes for children, young people and families. Work effectively with children, young people, their parents/carers and the wider community to ensure that their feelings and wishes are used to appropriately inform the development, planning and performance of services, paying particular attention to childs voice. Lead and participate in multi-agency groups, consulting and engaging with a range of partners, such as voluntary organisations, providers of residential placements andparent partnerships to identify joint funding opportunities and find strategic solutions that meet local and regional need. Ensure effective delivery of a service in a specialised field in accordance with legislative requirements, all relevant policies and procedures and agreed performance targets. Lead a team of staff, including recruitment, induction, training, robust and professional supervision as well as other general HR matters, ensuring high quality reporting is standard practice. Address poor performance in an effective and supportive way to ensure that outcomes are achieved for children and young people. Make available the offer of a high quality, seamless and coordinated child and family-centered service through the transformation, development and provisions of personalised information, education, care and support for children and young people to ensure they and their families can lead the inclusive and fulfilling lives that they wish to. Ensure the service and the team, fully supports and promotes the safeguarding of children and young people. Work with local partners to promote and implement the consistent use and highquality completion of the integrated education, health and care plan (My Plan) for all children and young people with SEND. Service Managers will also be expected to have sufficient breadth of knowledge that they can support across other areas and specialisms as required.
