INTRODUCTION
Tiber Football and Young People’s Centre, located off Tagus Street, Liverpool L8, was the idea of local young people with an ambition to ‘build world-class facilities that raise aspirations; encourage and support young people to achieve their goals and get the best out of life’.
Opening in early 2025, this brand-new facility will feature a two-storey, fully accessible building dedicated to youth activities, education, and training. It will include indoor and outdoor event and performance spaces, football changing rooms, and a basketball court, all situated next to Tiber’s 3G artificial turf pitch, which has been in use since September 2019.
The creation of this facility highlights the value of partnerships between local community organisations—Tiber, Tiber Enterprise, and The Greenhouse Multi-Cultural Play and Arts Project. It presents an exciting opportunity to unlock the full potential of youth participation in the area.
JOB SUMMARY
The Human Resources Manager will review and update HR systems, policies, and procedures to deliver positive HR outcomes and outputs for the partnership group (Tiber, Tiber Enterprise, and The Greenhouse Multi-Cultural Play and Arts Project).
JOB DESCRIPTION
Job Title: Human Resources Manager (Temporary)
Responsible To: Chief Executive
Purpose of the Post
To review, improve, and implement effective HR systems, policies, and procedures to support the organisation's goals, ensuring compliance with best practices and employment regulations.
Main Duties
1. Review and update human resource policies and procedures.
2. Review, upgrade, and implement human resource information systems and employee databases.
3. Implement robust data security measures for HR systems.
4. Review and advise on payroll systems, employee compensation, and benefits.
5. Identify and support the implementation of staff training and development opportunities in collaboration with managers.
6. Facilitate HR events and meetings, and coordinate management-employee communications.
7. Review and revise job descriptions, person specifications, and employment terms and conditions.
8. Plan recruitment and selection processes, including posting job adverts, responding to candidate inquiries, scheduling interviews, and managing candidate communications.
9. Assist with candidate vetting, interviews, issuing employment contracts, and conducting new employee orientations and inductions.
PERSON SPECIFICATION
Essential Criteria
Education:
1. Level 5 or higher CIPD qualification in Human Resources Management, Bachelor’s Degree, or Master’s Degree in Human Resources Management.
Experience:
1. A minimum of 3 years of proven work experience as an HR Manager or other HR Executive.
2. In-depth understanding and application of inclusion, equality and diversity, anti-discrimination, safeguarding, and best practices.
3. Experience in developing, implementing, and managing HR strategies.
4. Experience in developing and implementing HR policies, procedures, and staff handbooks.
5. Knowledge of developing and managing HR information systems.
6. Experience managing end-to-end recruitment processes.
Skills and Abilities:
1. Ability to work at a senior HR level in an organisation with a multi-professional workforce.
2. Strong self-management and organisational skills.
3. Drive, self-motivation, commitment, and enthusiasm.
4. Excellent interpersonal and communication skills, with the ability to build and maintain good working relationships and communicate effectively with a diverse range of individuals.
5. Strong IT skills, including proficiency in Microsoft Office and HR databases.
6. Excellent planning and organisational skills, with the ability to work to timescales and deadlines.
Knowledge:
1. In-depth knowledge of HR best practices and current employment regulations.
TERMS AND CONDITIONS
Pay: £38,000–£42,000 per annum pro rata, depending on experience.
Term of Contract: Short-term contract ending on 31st March 2024.
Hours of Work: 35 hours per week.
Place of Work: Tiber Enterprise Facility, Tiber Site, Lodge Lane, Liverpool L8 0TP.
Holidays: 5.6 weeks pro rata.
