As a Lead Project Manager, you will coordinate across the Service Architecture, Transition and Tooling (SATT) team to deliver business outcomes of small-medium size and complexity. You will be expected to deliver to cost and quality standards, managing risks and dependencies for SATT across the programme. As part of the Emergency Services Mobile Communications Programme (ESMCP) SATT team you will be required to work collaboratively with the programme workstreams and the Emergency Services Network (ESN) Live Services team to support the creation of future requirements. ESMCP is a pan-government, cross departmental, programme based within the Home Office. The programme has representation from the emergency services at both operational and departmental levels and has close working involvement from the suppliers of ESN technology. This is an exciting programme, delivering innovative technology which will directly impact peoples lives. Job description A key part of your role will be to implement appropriate governance mechanisms for your deliveries, considering and complimenting any existing governance processes. You will have a focus on agreeing decision-making thresholds with key stakeholders and facilitating timely decisions across multiple teams to ensure successful delivery. You will work with flexibility, selecting and applying techniques from different delivery methodologies depending on the requirements of the business outcome you are working towards. You will use your experience of working in technology and / or a digital environment to get the best out of the delivery teams and drive continuous improvement. You will work with multiple stakeholders across the organisation, including drivers of Home Office policy, members of the Digital Data and Technology (DDaT) community and colleagues in Home Office Commercial where contracts need organising and negotiating. You will also be expected to contribute to the Home Office Project Management profession and cross-government communities of practice to absorb and share knowledge and contribute to setting good practice and standards. Key responsibilities Develop and manage the delivery of effective plans aligned to ESMCP workstream delivery requirements and deliver high quality work packages as they are specified by the Home Office ESMCP SATT team. To develop project delivery plans in collaboration with the ESN Service Architects and Business Analysts and track progress against plans. Support the development of resource requirements and assist in the recruitment of these resources. Develop integrated projects and drive the projects successfully through to delivery in terms of meeting requirements, quality, timeliness, and cost. You will be required to support the building of consensus across a large and often diverse range of internal and external stakeholders, including Emergency Services representatives and internal workstream leads. Collaborating with Programme colleagues; in particular, the Programme Management Office (PMO). The role may require the line management of a small project management team. Occasional travel may be required (with possible overnight stays) on an ad hoc basis to attend meetings or stake holder engagements. The cost associated with any travel will be met by the business area in line with HO policy. Working patterns This post is being advertised to create a job share with a part time Lead Project Manager. The successful candidate must be able to work a minimum 22.2 hours per week. The successful candidate must be able to work Fridays, however there is flexibility with the working arrangements on the other days, that can be discussed with the hiring manager. Locations The current building location for this role is 2 Rivergate, Bristol or Clive House, Westminster, London. The London office is currently based at Clive House (SW1H Zone 1). However, the office will be relocating to Stratford (Zone 2/3) with expected relocation by Q1 2025. Person specification Essential criteria Demonstrable ability to balance multiple priorities and coordinate across delivery teams to deliver value. Experience of working with senior leadership, establishing stakeholder networks and actively engaging other senior leaders. Experience of creating and maintaining an overall delivery plan that highlights forecasts/estimates and confidence levels, considering multiple individual delivery plans. Experience of technology delivery and technical practices to help translate technical concepts to non-technical stakeholders. Demonstrable ability to sufficiently understand an organisation to identify the right people who can make the right decisions and at the right time, defining what good governance looks like within a delivery context. Experience of project management for one or more workstreams concurrently through a complete delivery lifecycle (preparation, delivery, improvement). Desirable criteria Basic fiscal management skills in order to leverage budget and prioritise business needs.
