The Primary Design Function Manager supervises and coordinates the design teams in your field of activities. Assists lead engineers at project launching phase, controls engineering process follow-up, ensures the proper management of interfaces with our partners and main suppliers.
The successful candidate is accountable for the proper allocation of resources required to execute the projects, looks for design subcontractors to adapt resources to the workload plan and optimize design budget. Handles specific actions, organizes know-how capitalization and Return On Experience to improve global engineering efficiency for relevant activities.
The Primary Design Function Manager is accountable for the proper compliance to the ‘state of the art’ and applicable standards and regulations in his field of activity, and is considered as the technical referent for the teams.
As a manager, the Primary Design Function Manager is in charge of conducting performance assessments of their teams.
Key missions of the Primary Design Function Manager:
Project management
* Scope of work, time schedule.
* Consulted on design task list at project launch.
* Review of general time schedule and assignment of resources to start engineering.
* Check that all required engineering tools are available to execute the project for relevant activities.
Resources
* Accountable for design budget on ongoing projects.
* On a monthly basis allocates design resources to execute all ongoing projects.
* Manage design workload plan for your discipline and propose resource arbitration.
Team management
* Lead & coordinate design teams of your discipline.
* Animate regular internal team meetings.
* Hold performance development meetings with your team members and propose development plans.
* Perform skills mapping for your teams.
Engineering process control
* Ensure consistency of process and tools used on all projects.
* Detect any malfunctioning during different engineering phases and implement corrective actions.
* Ensure planning and realization on time of design reviews, and conduct discipline basic design/gate reviews.
Project strategy & risk management
* Support PEM in design strategy definition.
* Support team to manage scope or design changes (data for claims, VO..).
* Ensure implementation of EMH guidelines.
* Identify and consolidate discipline technical risks & opportunities and the corresponding mitigation/action plan.
* Validate the result of design reviews and technical risks assessment for the involved discipline.
Customer knowledge
* Consulted to understand customer requirements and check that proposed solutions are coherent with solutions proposed in the same geographical area, with similar constraints.
* Consulted about answers to be done to customer technical requests.
Document & configuration management
* Check that traceability from Customer requirements to equipment specifications is done.
* Check that tracking & management of identified or potential deviations are done.
* Ensure that management of return status of project documentation internal or external (approved, comments, resubmit, rejected) is performed for discipline.
Design expediting
* Consult on basic design phase.
* Support to ensure technical consistency of design area and associated performance level.
* Accountable for compliance to the ‘state of the art’ and applicable standards and regulations in his field of activity.
* Accountable for completeness of subcontracting files (Scope, Deliverables, Inputs, Schedule) in your discipline.
Process & Tools
* Deploy GRID Engineering tools associated with your discipline (CAD, PDM/DMS).
* Integrate EHS requirements in engineering process and deploy HAZID (Hazard identification) sessions at different project phases.
* Provide necessary support to consolidate engineering KPI’s for the discipline.
Interface with Procurement, Supplier/Partner management
* Support Sourcing and Procurement in the definition of the Supplier’s list according to the project strategy.
* Consulted for the technical evaluation of offers from suppliers for your discipline.
* Consulted in the equipment ITP review and approval.
* Consulted in the review of FAT procedure and participant list to support FAT.
* Involved in subcontracting strategy for your discipline & support sourcing for design subcontractor audits.
* Follow subcontractor competencies and workloads on a regular basis.
* Verify the quality of services provided on projects and competitiveness of offers received from design subcontractors.
Return of Experience & Knowledge Capitalisation
* Accountable for Site/Design return of experience & design validation.
* Organize functional knowledge capitalisation for dedicated practice areas.
Quality
* Comply with Quality Procedures, work instructions, and Processes defined at Unit, project level, and in EMH.
* Report or resolve any non-conformances and processes in a timely manner.
Health and Safety
* Deploy design freeze and EHS in design.
* Demonstrate EHS leadership and ensure Zero Deviation Plan is implemented within the team.
* Set the example by demonstrating the proper acts and actively observe work conditions and behaviors, providing constructive feedback and celebrating EHS effective prevention.
* Actively participate in defining corrective actions when work is unsafe or when an uncontrolled risk is observed.
* Routinely observe routines and behaviors of others and provide immediate feedback regarding unsafe behavior and celebrate achievements or safe behaviors.
Performance Measurement
* Discipline Schedule updated with achievable task duration.
* Discipline Design reviews & Gate reviews plan formalized and followed.
* ROR integrates design part and Mitigation plan formalized and actions status identified (not started, ongoing, closed).
* Design management tools strictly followed, and submission of coherent data.
* Discipline workload plans updated on a regular basis.
* Discipline Design budget mastered.
* Design change process in place.
* No serious claims from main Suppliers.
* Engineering platform in place when relevant, coordination meetings organized.
* NCR system used for the discipline.
* Compliance to Quality processes and procedures and GE policies and procedures.
* Engineering Subcontractors audit available and evaluation of services, some evidence of subcontractors’ workload plan.
* Performance development done with your team.
* ROE done.
Desired Profile and Experience
* Extensive and demonstrated years of Engineering activities in EPC type environment in T&D, Power Gen or Oil & Gas industry.
* Mastering of involved discipline (process, tools, technical aspects).
* Successful experience in project technical management of the discipline in a multi-disciplinary team’s context including multiple interfaces and with products coming from several countries.
* Fluent in English.
* Strong influencing and relationship building skills.
* Experience in technical problem solving.
* Knowledge of GRID factories and products through FAT, site visits.
* Knowledge of project execution risks and financial processes.
* Willingness to work in different locations for short or medium periods and to travel worldwide.
* Demonstrated presentation skills and ability to succinctly communicate complex messages.
* Demonstrates ownership & accountability, judgment and decision making, influences & inspires team, creates a vision and strategy, and has passion for the role.
