Responsible for the control and development of statutory environmental planning obligations associated with major project investments.
To undertake formal Environmental Impact Assessment (EIA) and project manage the preparation and submission of high quality Environmental Statements. The key objectives of the post will be to support the delivery of transmission / distribution infrastructure developments and generation connections, whilst ensuring compliance with Licence Obligations and Statutory Regulations.
What you'll be doing
1. Project manage the activities required to meet statutory planning & Section 37 requirements for major infrastructure projects.
2. Take responsibility for the development and implementation of project specific strategies to be carried into the EIA process, ensuring that strategies withstand rigorous external examination to secure Section 37 consent.
3. Consult with a wide variety of stakeholders such as Local Authorities, Scottish Government, Statutory Bodies, Communities and Interest Groups to secure planning consents.
4. Liaise with appropriate business functions and legal teams to develop strategy and submissions for public inquiries/hearings; manage and liaise with specialist consultants, representing the Company on environmental planning matters as necessary.
5. Develop, guide and advise on project designs to minimize significant project risk due to planning delays and achieve planning approval.
6. Tender assess, commission, program and control specialist environmental consultants in EIA and manage financial responsibility for capital spend associated with consenting works.
7. Communicate findings in Environmental Statements of high quality, on time and within agreed budget.
8. Effectively communicate Energy Networks environmental planning statutory obligations to achieve successful delivery of Section 37 Consent.
9. Assist in identifying environmental planning training requirements at business level and deliver training solutions to meet these needs.
10. Promote biodiversity initiatives through EIA and project proposals.
What you'll bring
1. Educated to degree level in planning management disciplines, with preferably broad experience within the industry - including expert knowledge of the Town & Country Planning Act, Environmental Impact Assessment Regulations and planning and environmental matters generally.
2. Experience of and responsibility for the delivery of large commercial planning applications, critical to the fulfilment of multi-million-pound capex commitments.
3. Highly developed communication skills, both oral and written, with the ability to present information effectively to a variety of audiences.
4. Ability to devise solutions to complex problems/challenges; and the ability to manage competing priorities using sound judgment.
5. Commercial awareness / IT literacy / Customer service skills / Project management.
