Hours – 37 hours (Wednesday-Saturday) – office base, on-site, hybrid working
Occasional additional working hours, Sunday working will be paid at double time.
The role
We are currently looking to appoint a Market Officer. The role will to play a key role in the development, management, and promotion of Rossendale’s thriving markets, supporting the local economy and enhancing the community experience.
Qualifications
A relevant qualification in business, events or retail management or equivalent experience
First aid certificate or willingness to work towards
Professional health and safety qualification or equivalent experience
Duties and responsibilities
• Ensure the efficient day-to-day running of Rossendale’s markets, including trader compliance, health and safety compliance, managing licences, rules and regulations, handling of enquiries from market traders, and customers.
• Build and maintain positive relationships with traders, encouraging collaboration and resolving disputes when necessary, including the running of scheduled meetings.
• Support the recruitment and retention of the traders to ensure a vibrant and diverse market offering
• Ensure health and safety compliance with Council policies and legislation, responding and addressing any incidents or emergencies promptly and effectively
• Work closely with the Communications team to promote the markets through social media and other marketing channels
• Organise and deliver a rolling 12 month calendar of events to enhance footfall and community engagement
• Monitor and manage budgets, process trader payments and issue invoices,
• Contribute to the development of policies and strategies for market improvement
• Work collaboratively with other council officers and teams, external partners, community organisations to support the markets and wider economic development objectives.
Person Specification
• Experience in market management, event co-ordination, retail or related field.
• Excellent organisational skills with the ability to multitask and prioritise effectively
• Experience in marketing and event promotion
• Strong interpersonal; and communication skills, with the ability to build relationships with diverse stakeholders
• A customer-focused attitude, demonstrating professionalism and problem solving abilities.
• Excellent IT skills with good working knowledge of Microsoft Office
• Ability to work collaboratively with internal and external partners
• Ability to use own initiative and manage own workload with minimal supervision
• Ability and willingness to demonstrate the council’s values and behaviours
• Familiarity with the local area and understanding of the needs of Rossendale’s communities, would be an advantage
• Requirement to work unsocial working hours, including evenings and weekends
• Full current driving licence and access to a vehicle for work purposes
