JobSummary:
We need tobuild capacity within the HR Advisory Service and require anexperienced HR Officer to undertake casework over the next fewmonths.
Who can act asa trusted advisor and demonstrate a track record of deliveringeffective HR operationalpractice.
The HR Officermust be experienced in managing HR Casework and be able to hit theground running with a varied caseload which may include sicknessgrievances anddisciplinaries.
They will berequired to advise on Somerset Council policies alongside protectedarrangements under TUPERegulations.
The Officerwill provide advisory support to Managers and will also be requiredto engage with employees and TradeUnions.
KeyDuties/Accountabilities:
Provideprofessional advice guidance and support to managers headteachersand governors across the Council on a wide range of employment andrelatedissues.
Deliver optionsprogress and solutions on a range of casework including (but notexhaustive) recruitment performance investigations disciplinarygrievances and interpretation of terms and conditions ofservice.
Work closelywith managers headteachers and governors on resolving key businessand people led problems and issues by putting forward andconsidering a range of innovative solutions which meet businessrequirements whilst complying with policy employment law andstatutoryregulations.
Support andguide service managers in dealing with investigations anddisciplinary and other conduct matters to support and protect theinterests of the business and to ensure due process andfairness.
Support SeniorHR Advisors and other managers in conducting employee relationsconsultations and collective bargaining with employees and tradeunion/professional bodyrepresentatives.
Challengeexisting practices and thinking and influence local servicemanagers on matters concerning people management whilst recognisingthe requirements of corporate policy and practice and the Council snew operatingmodel
Undertake HRand OD policy and project work as and when required in conjunctionwith others from both within the HR and OD service and servicesacross the Council. Ensure that policies are updated in line withlegislation changes and bestpractice.
Contribute toservice led projects and business initiatives from a peoplemanagement perspective. May lead employmentbased workstreams.
Support andguide managers in their effective deployment of people includingpeople management best practice and to support managers generallyin their managerial and businessresponsibilities.
Providesprofessional advice guidance options and recommendations to a rangeof Senior and Service Managers in a range of settings from privateinformal onetoone briefings through to full formalhearings.
Frequentprovision of advice information and interpretation on a wide rangeof employment issues and terms and conditions matters to managersgroups of employees and individualemployees.
Regular contactwith Trade Union and Professional Body representatives to provideinformation and negotiateresolutions.
The postholderwill have no line management responsibility but will undertake arange of mentoring and management development tasks to improve thepeople management capability of servicemanagers.
The postholderwill from time to time undertakes project management roles whichmay have temporary funding allocations.
EssentialExperienceRequired:
Candidate musthave proven experience and knowledge in high level complexdisciplinary grievance sickness absence and capability cases. As aresult of HR Advisory s current work priorities we are not lookingfor candidates with recruitment onboarding experience or HRAdmin!!
Provenexperience in an Employee Relations operational HR role within alarge organisation with a diverseworkforce.
Provenexperience in managing and advising on complex cases including butnot exclusive to sickness disciplinary grievance and equalities.And supporting at Hearings and Appeals asrequired.
Indepthknowledge of relevant legislation and recognised best HRpractice.
Be able toeffectively communicate on complex issues at all levels in anappropriate and concise manner both orally and inwriting.
EssentialQualificationsRequired:
Relevantdegree/ professional qualification orexperience.

SomersetCouncil supports Hybrid working Requirement to work in County HallTaunton minimum 2 days per week and to travel around SomersetAccess to personal vehicledesirable.
