Public Sector Partnership Services (PSPS) is looking for its next Head of Finance. The Company PSPS (Public Sector Partnership Services) is a Local Authority Trading Company (LATCo) which is wholly owned by East Lindsey District Council, South Holland District Council and Boston Borough Council. The Company operates from its offices in Spalding, Boston, and Horncastle. The Company provides a range of services including Human Resources & Payroll, Financial Services, Procurement & Contracts, ICT (Information and Communications Technology) & Digital, Customer Contact, Revenues & Benefits, Health & Safety, and a range of Corporate Support services. The Company primarily delivers these services to its three client Councils, in support of the South & East Lincolnshire Councils Partnership (S&ELCP), across the Company itself and externally to a resident population of approximately 305,000 across the geographical boundaries of South Holland, East Lindsey and Boston. The Role: The Financial Services Department take pride in their ability to deliver a wide range of fully managed finance functions for our client councils leaving them free to shape and deliver essential public services across their districts. The department provides high quality end-to-end financial management on behalf of our client councils, providing advice and support to a wide range of service departments. The Financial Services Department also provide client councils with products and solutions for making payments to its business partners and suppliers as well as delivering and maintaining several complex financial systems that support day to day delivery of financial services. You will manage and support three Strategic Finance Managers who each oversee a Business Partner Function in the preparation of the annual revenue and capital budgets, monitoring of financial performance of those budgets and support the completion of the final accounts for` our client councils. You will also coordinate and lead the financial management of designated service areas and ensure they receive quality financial advice and information. The Person: We are looking for a motivated and ambitious finance professional with relevant skills and experience to lead our client function which supports the end-to-end budget management process for our three Local Authority Clients. Reporting to the Chief Finance Officer, this is a chance to help redevelop and shape the financial support provided to our client councils as we respond to the exciting challenges that are presented by recent formation of the South East Lincolnshire Councils Partnership. You should be a CCAB qualified accountant and have experience of local government finance. You will possess the ability to lead and motivate a team as well as manage workloads within tight timescales.
