This is a very senior post which holds responsibility for the development and implementation of the ICS estate strategy including primary care, out of hospital care, net zero carbon and ICB corporate functions. The post will work closely with system partners and within strategic projects (such as the New Frimley Park Hospital) to lead the development and maintenance of a system-wide view of assets and their development to support service model transformation.
The post will lead a novel and complex multi-organisational and cross-functional strategic, tactical and operational programme to ensure the delivery of out-of-hospital infrastructure which will enable the delivery of out-of-hospital transformation to make the new hospital viable and the system financially sustainable.
The post holder will be responsible for leading the strategic capital planning process and implementation on behalf of all ICS organisations. They will develop strong partnerships with leaders and managers throughout the ICS, creating and maintaining relationships with Board members and influencing Boards and statutorily independent organisations to deliver on an organisationally agnostic, system-first basis which may cut across perceived organisational interests or priorities.
The post holder will also support place-based teams in the development of local estate strategies and business cases, overseeing the portfolio of emerging capital projects, and providing expert advice as required, and drive contemporary best practices in EFM functions, including design, service models, and digital delivery.

The post holder will be required to build and maintain good working relationships with a broad range of internal and external stakeholders on a range of business sensitive issues at all levels, including national and regional regulatory authorities, local authorities, commercial partners and organisational Boards.
Offer advice and support to GP practices and PCN Clinical Directors in developing estate solutions to support transformational service delivery.
Work in partnership with senior personnel in NHS and independent sector providers to inform the development of a system wide estate strategy and address operational issues, including working within and leading workstreams in specific multi-organisational projects.
Establish and maintain strong working relationships with the EFM function of NHS England, NHS Property Services, NHS providers, SPVs, Local Authorities and private sector developers and landlords.
Work with local authorities with respect to local planning and service delivery, seeking opportunities for integration to deliver value for money options for business-as-usual functions and capital developments.
