Job Summary:
The Post Holder will play a key role within Praxis Care supporting Northern Ireland and Organisational Senior Leadership Team to manage the effective operational delivery and on-going property management of all capital assets to an agreed specification, process, timescale and budget across the Northern Ireland. In addition - the post holder will have specific oversight (as functional lead) to construction activity across the entirety of the organisation’s asset portfolio.
The post holder will support Praxis Care to deliver a modern, efficient and sustainable property portfolio which is compliant with all relevant regulations and which enables effective and safe delivery of care and support to the people who access our services, staff and stakeholders.
The post holder will directly manage the effective programme of asset sale/ acquisition/ lease/ tenancy, development/ refurbishment/ upgrade, cyclical maintenance, reactive maintenance and routine building works to meet the needs of Praxis Care and those engaging with us across Northern Ireland.
About The Role
Key Responsibilities:
• Support the Director of Care and Development and associated colleagues to develop and deliver new services within agreed timescales, specifications, regulatory regimes and budgets. This is likely to include multiple projects in multiple locations each at different stages of the development process.
• Be the principal point of contact and coordinating lead for the effective operational delivery of all capital asset projects in area in accordance with the service Property Division policies and procedures.
• Engage in and manage the full project delivery cycle from inception to completion for new build, refurbishment, conversion and 3rd party assets.
• Manage external consultants, contractors and suppliers to maximise cost effectiveness and to co-ordinate and deliver good quality schemes which meet the needs of service users, staff and commissioners now and in to the future.
• Manage budgets and accounts associated with specific projects in order to maximise cost effectiveness whilst remaining within agreed budget limits and complying with Praxis Care procurement policies and processes. Ensure payments to contractors have been properly scrutinised before being passed to the relevant authority for approval.
• Advise the Director of Property and Senior Leadership Team on capital budgets for property related matters to ensure effective and realistic budgets are implemented each year.
• Develop effective partnerships and alliances with Housing Associations and, where procured, private developers/ landlords to support the delivery of all property development schemes and the disposal of older properties to raise capital for future schemes.
• Oversee the purchase or disposal of properties as required ensuring conveyancing is completed in a timely manner. Review and negotiate leases in relation to rental property and liaise with company’s solicitors to finalise contracts.
• Provide assurance to the Director of Property, Senior Leadership Team and Praxis Care Board on matters relating to property.
• Develop and implement policies and procedures that deliver strong governance and efficient timescales for all related property matters.
Manage / oversee the planned and reactive maintenance and repairs of the property portfolio. Ensure there is an annual timetabled and costed programme of cyclical maintenance within the organisation. Have oversight to this activity across the full organisation.
• Attend the Property Team and Pillar Group meetings, Property Committee of the Board and associated Senior Leadership Sub Groups providing reports/ commentary/ oversight/ response on all areas of property within the ROI jurisdiction and with regard to construction activity (as functional lead) across the organisation.
• Support Directors of Care and Development to develop robust business cases for new capital development schemes.
• Support the search and identification for new properties/ land for purchase based on the specification set by Directors of Care and Development or Heads of Development.
• Coordinate and liaise with Praxis Care directorate, operational and property and development colleagues to deliver an informed and consistent offer and approach across the organisation.
• Effectively manage and develop your local property team.

Desired Criteria
* Professional qualification in any of the following professions: Chartered Surveyor, Quantity Surveyor, Building Surveyor, Architect, Civil Engineer, Facilities management
* Recognised Project Management accreditation
* Recognised Property/ Estates Management accreditation
Required Criteria
* Degree in an Engineering or Construction/Property related profession. And/or Degree in facilities management.
* Applicants must demonstrate over a 5 year period within the last 8 years, how they have: •Successfully delivered major complex capital development schemes •Managed third party contractors and experts •Experience of construction Project Management/Asset/Estates Management •Met organisational targets and objectives •Experience of managing both a reactive and cyclical property maintenance and improvement programme •Effectively managed staff
