Reporting to the Assistant Operations Manager, this role is required to proactively provide supervision for personnel and quayside activities ensuring safe systems of work are in place and are effective in accordance with legislation and company procedures. Duties include:
1. Direct Supervision and control of all operational activity, third parties, contractors and visitors on the allocated quayside(s).
2. Issue, Control & Monitor Permits to Work in accordance with ASCO - GOP-HSSEQ-041.
3. Control LOLER Operations, producing lift plans and method statements in accordance with the ASCO Global Lifting Plan, Parts 1, 2, & 3.
4. Actively manage traffic on the quayside to preserve a controlled work zone and ensure a safe supply of transport where necessary.
5. Demonstrate proficiency in the navigation of the relevant sections of ASCO's Integrated Logistics Management System (iLMS), ensuring you are up to date with publications and associated revisions, and that these are communicated and understood by staff as appropriate.
6. Control ASCO owned lifting equipment including managing the maintenance and inspection of same, including the application of ASCO colour codes.
7. Control hired mobile cranes and operators on site, verifying operator, crane and lifting equipment certification are valid.
8. Ensure accurate and timely lift data (number of lifts, weights) are being accurately captured for billing purposes.
9. Ensure Remain-On-Boards (ROB), round-trip cargo and other discrepancies are accurately recorded and transmitted.
10. Provide assistance and collaboration with the Operations Manager/Assistant Operations Manager as/when required.
11. Undertake verifications of operational activities ensuring compliance with legislation and company procedures. Where non-compliance is identified, participate in the SID process and implementation of corrective actions.
12. Undertake competency assessments of operational personnel to ensure that our people are always operating to the highest standards and progressing under continuous improvement methodology.
13. Ensure base information i.e. fuel usage etc is recorded accurately and passed to base administration.
14. Actively engage & communicate clearly and effectively with Management, Peers, Clients, Contractors and Visitors, which demonstrates a collaborative and supportive approach.
15. Ensure personnel have the required information, instruction and training in the effective application of Procedures, Risk Assessments, Permits to Work and Lift Plans or any other documentation utilised as part of their tasks.
16. Lead the initial on-scene response activities for all incidents. Investigate and track actions for all incidents. Raise ASCO AIR, LSI and SID documentation, and advise ASCO Management where necessary.
17. Ensure the correct use of Cranes, Forklifts and Lifting equipment as set out in legislative and procedural policy; If authorised to carry out lifting activities (Forklift Operations / Banksman & Slinger duties), ensure that they are carried out in accordance with the Company’s Group Operating Procedures and Global Lifting Procedures.
18. Manage quayside staff: undertake return to work meetings, promotion of staff welfare, conduct staff performance development meetings and participate in the company.
Minimum Competencies (Skills, Knowledge and Behaviours)
* Permit to Work Issuing Authority
* Working knowledge of offshore practices and current Oil & Gas Regulations.
* Quayside supervisory knowledge and experience in lifting and handling steel plate.
* Ability to manage emergency situations calmly and in control.
* Computer literate with well-developed IT skills across the Microsoft suite.
* Experience handling steel products.
* Experience in stevedoring and logistics operations and the lifting and handling of steel plate.
