The Human Resources team at Oxford Policy Management is currently seeking a Payroll & Benefits Administrator to manage all aspects of the payroll and associated benefits function, ensuring compliance with the latest relevant legislation, statutory filing deadlines and internal management reporting requirements across multiple locations. This role is on a permanent basis and located in the Oxford UK office.

Responsibilities:
1. Payroll Processing:
Manage end-to-end payroll processing for employees in various countries, with a focus on the USA and UK. Ensure timely and accurate processing of payroll, including salaries, bonuses, deductions, and other compensation-related payments. Calculate payroll taxes, social security contributions, and other statutory deductions in compliance with local regulations.
2. Compliance and Reporting:
Prepare and submit payroll reports to the HR Operations Manager, ensuring all payroll-related documentation is accurate and compliant with local legal requirements. Manage year-end reporting, including W-2s in the USA and P60s in the UK, ensuring accuracy and timely submission. Stay updated with the latest payroll laws and regulations in the USA, UK, and other relevant countries.
3. Cross-Functional Collaboration:
Work closely with the HR Operations Manager to ensure seamless payroll integration with HR systems and processes. Coordinate with finance and accounting teams to ensure proper payroll funding and ledger reconciliation. Act as a point of contact for employee payroll inquiries, providing prompt and clear resolutions.
4. Process Improvement:
Identify opportunities to streamline payroll processes and improve efficiency. Implement best practices in payroll administration and ensure the company’s payroll procedures are up-to-date and aligned with industry standards.
Key qualifications/experience/skills/behaviours:
1. Bachelor’s degree in Accounting, Finance, HR, or a related field preferred.
2. Payroll certification (e.g., CPP, CIPP) is a plus.
3. The ideal candidate will have a solid background in payroll administration, particularly in the USA and UK, and be capable of managing payroll operations across multiple countries.
4. Proven experience as a Payroll Administrator or in a similar role, with a strong focus on US and UK payroll.
5. In-depth knowledge of payroll principles, tax regulations, and compliance requirements in the USA and UK.
6. Proficiency with payroll software and systems; experience with SD Worx is a plus.
7. Strong analytical skills and attention to detail.
8. Excellent communication skills, both written and verbal.
9. Ability to handle sensitive and confidential information with discretion.
Desired qualifications/experience:
Experience with international payroll is highly desirable.
