Main duties of the job
As the Associate Director of Infrastructure for Estate, you will be responsible for developing and implementing estate management strategies,overseeing property occupancy, maintenance and repairs, managing building and engineering capitalprojects, ensuring compliance and assurance with health, safety, andenvironmental regulations, managing budgets and resources, and leading andmanaging a team of estate management professionals.
You will be responsible for supporting the development and implementation ofsustainability initiatives to reduce the environmental impact of the Trustestate and promoting the efficient use of energy and resources.
Additionally, ensuring that the private finance initiativecontract between the NHS and the private sector companies is properly managed and that the contract obligations are met.
Working closely with clinical and administrative staff to ensurethat Trust properties are designed and equipped to support the delivery ofhigh-quality patient care.
Overall, the Associate Director of Infrastructure: Estates role is critical to ensuring that Trust properties arewell-maintained, safe, and fit for purpose, and that they support the deliveryof high-quality healthcare services.

Job responsibilities
Ensure the MY Health Estate Strategy andsupporting development control plans are regularly reviewed in conjunction withdevelopments in corporate and clinical services.
Produce and recommend action to continuouslyimprove estate management performance.
Lead the Estate Management Services teamsensuring that a continuous performance improvement culture is embedded andsustained across all trust sites.
Set and check estate maintenance andprofessional works standards across the Trust property portfolio.
Advise the Trusts Directors and Senior Managerson all aspects of Estate Management.
Work in partnership with Directors and ServiceLeads to develop and deliver the MY Health Estate strategic plan.
Deliver an effective, comprehensive,multi-disciplined Estate Maintenance, Capital Projects and PFI ContractManagement and Performance Services ensuring compliance with all relevantregulatory, advisory, financial, and service frameworks.
Ensure that the Private Finance initiativecontract between the Trust and private sector companies is properly managed andthat the contract obligations are met.
Direct the Estate Management Services followingthe Trusts corporate policies, strategies, and vision, emphasising thecultural changes and innovations essential to modernising health care and animproved patient experience.
Direct and support the Head of Sustainability todevelop and implement the MY Green Plan, including the energy anddecarbonisation strategies so key target areas are delivered in line with NHSEstates best practice guidelines.
Planning and implementing service improvementand modernisation in line with local, national and industry best practice.
Function as an ambassador and advocate for theTrust; link and build successful working partnerships with externalstakeholders and using advanced leadership and influencing skills, take part inlocal and regional strategic estate development.
Manage key strategic and operational estate changemanagement programmes and key projects for the Trust, and ensure the Divisionachieves its goals.
Ensure all applicable support services,including contracted out services, deliver high-quality, cost-effectiveservices.
Ensure effective systems are in place to manageand report on the consumption of energy and utilities.
Support and develop the Estates database toenhance the quality of Estates Information available to the Trust and NHSbodies.
Ensure that building and engineering workcarried out in the Trust is of a suitable professional and technical standardand is in line with industry best practice, national requirements, and TrustPolicy.
Manage the regular inspection and assessment ofexisting building and engineering services, to ensure current standards are keptand/or enhanced.
Ensure the safe operation of all building and engineeringplant and services.
Assess the risk associated with buildings,engineering services and activities, and ensure that robust mitigation plansexist for all identified risks.
Develop and review Emergency Preparedness andBusiness Continuity plans relating to the building and engineering services.Have suitable and sufficient disaster recovery management arrangements inplace.
Work with clinical and non-clinical colleagueson business case submissions to support the need for capital investment.
Ensure that competitive tendering and quotationprocesses are carried out following Standing Orders and Financial Instructions.
Lead and manage the process of design, construction,and technical commissioning of capital schemes.
Carry out post project reviews of capitalschemes in conjunction with relevant service managers.
Work in conjunction with the Facilities Services,Digital and Medical Physics to ensure the service develops in-line with bestpractice and the needs of the Trust.
Ensure that all estate fire and security relatedrisks are assessed, managed, and minimised in conjunction with the specialistleads.
Ensure that all Estate Health & Safetyrelated hazards are identified, risk assessed, managed, and minimised.
Ensure that regulatory requirements are adhered.
Develop and improve estate Health & SafetyStandards within the Trust.
Improve existing environmental standards acrossall Trust properties.
Develop and implement an energy anddecarbonisation strategy for the Trust.
Promote the Trusts sustainability agenda andsupport the delivery of the approved MY Green Plan.
Ensure regular performance review for all staffand to find training requirements for those staff.
Contribute to broader directorate issues.
Set up strong links with clinical andnon-clinical services and ensure the availability of assets to enable the Trustto deliver the performance agenda.
Manage contracts for hard FM services suppliedby or to other organisations and to pursue collaborative and commercialopportunities where appropriate.
