The successful candidate will be posted to the Allocations & Planning Finance Team Lead role within the Staff Expert Domain Team supporting the resource planning in the department, including supporting recruitment and supply planning, and the Service Delivery demand forecasting process.
Financial Management & Partnering Directorate is responsible for financial consolidation, reporting and planning, together with supporting commercial and procurement exercises across our organisation. In addition to the Financial Management & Partnering directorate, Finance Group comprises the following directorates, Central Analysis and Science Directorate, Contract Management and Partner Delivery, Commercial Directorate, Payments, Systems and Financial Control, Security and Data Protection, Chief Resilience and Risk Directorate and Strategic Finance.
As a key member of the finance team, the role holder will provide leadership as well as evidence-based decision-making support, challenge and advice. The role is a key financial planning role in the department, supporting recruitment and supply planning, and the Service Delivery demand forecasting process You will need to:
* Build and maintain key relationships, developing trust and managing the expectations of senior managers and stakeholders.
* Develop a good understanding of the business, seeking opportunities to understand wider project, commercial and/or operational drivers.
* Provide timely, accurate and clearly communicated financial management information and analysis to support decision making.
* Ensure effective support and advice to the business. Engage with other finance teams to identify and pursue opportunities for continuous improvement.
The role has responsibility for the team that undertakes the following:
* Supporting the biannual refresh of Service Delivery demand, leading the team that consolidates the model outputs and all adjustments, producing the costing / financial input for governance.
* Consolidating and costing Strategic Workforce Plans for Service Delivery and Corporate Functions and assessing affordability.
* Leading on costing Service Delivery supply profile scenarios to inform budget allocations and spending reviews.
* Producing Recruitment Costings detailing actual/agreed starts, and movement, including committed/non-committed position for central reporting.
* Producing senior level reporting packs providing the latest Service Delivery resource and financial position.
This role is part of our finance function but does not require a professional finance qualification. However, the post-holder should be aware of the following:
* Where decisions or advice require an understanding of relevant International Financial Reporting Standards so that the department can apply the correct financial accounting treatment to its transactions, those decisions will need to be approved by a qualified accountant in your business area.
* Where a complex accounting matter requires external professional opinion, you can refer to a qualified accountant in your business area who can access the technical advisory services offered by their accountancy institute.
* The Government Finance Function Career Framework sets out the responsibilities and level of finance qualification that is desirable at each grade in the different finance job families. This specific role is most closely aligned to Finance Business Partnering. You should familiarise yourself with the requirements of the job family. DWP has a number of initiatives to support colleagues who wish to study for an increased level of professional finance qualification.

This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home.
This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.
