The new East Midlands Combined County Authority (EMCCA) is set to bring billions of pounds of new investment into our region, taking back powers from Whitehall to invest in transport, skills, housing, environment, and economic development through a devolution deal for the region.
The East Midlands Investment Zone (EMIZ) is one of the early economic development programmes to be delivered by the new authority. The EMIZ is a part of a UK-wide initiative of central and local government collaboration with businesses and local partners to create conditions conducive to investment and innovation. These zones are strategically located in areas with existing local strengths and significant untapped potential, aiming to unlock opportunities for business and address barriers to private sector growth.
The EMIZ is expected to create more high-quality jobs across the region. Our focus is on the advanced manufacturing and green industries sectors. The programme is locally-led by the EMCCA, with strong collaboration between industry and research institutions, connecting businesses with the local community. It has levers to attract investment including tax reliefs and other incentives. The zone is expected to receive a government investment of £160 million over ten years, which could leverage at least £383 million in private investment.
The post holder must have demonstrable experience of delivery of complex programmes of work which achieve multiple outcomes across multiple stakeholder groups.
This will be a challenging role, requiring excellent interpersonal skills and a robustly strategic approach.
Role specific
Key Responsibilities
* Lead the EMIZ programme and the various aspects of development activity including but not limited to Skills, Innovation, Infrastructure and Business support.
* Lead and be responsible for the EMIZ Development Board requirements including the collation and preparation of all meeting papers and their contents.
* Lead the programme management of EMIZ, being responsible for action and risk registers to ensure the work of the programme is delivered to time and risks are identified and proactively managed.
* Proactive Stakeholder engagement and management to ensure that all key stakeholders in the EMIZ programme are informed and up to date with progress.
* Development of the future years spend profiling and selection of investment decisions for EMIZ to utilise the flexible funding.
* Proactively lead the liaison with government around official documentation and preparation of documents to DLUHC and the EMCCA Board/Investment Board.
* Development of the monitoring framework for the programme and the monitoring processes to ensure outputs are achieved. Lead on the communication of this information back to relevant stakeholders and decision making bodies.
* Proactive liaison with EMCCA Finance to ensure spend is monitored and accounted for in the programme and management of these funds.
* Lead on the collaboration with site owners and the relevant Local Authorities and marketing agencies to ensure marketing materials are created and developed for the sites.
* Be the point of contact between the Investment Zone and Sector Bodies and representation organisations.
* Be responsible for liaison with EMCCA SLT and other colleagues to ensure that the EMIZ workflow aligns to the strategic priorities of EMCCA.
* Engage directly with the EMCCA communications and external affairs teams to promote the EMIZ programme where progress and suitable milestones take place.
* Deliver relevant procurement commissioning for EMIZ including the preparation of bidding documents and the review of tender documentation.
* Lead on the development of the Strategy and Delivery plan documents for the longer-term future of the Investment Zone.
* Directly manage the EMIZ team to assist them in the delivery of the EMIZ Programme and actively line manage the team.
* Analyse and evaluate the performance of the EMIZ programme and proactively make changes to the programme to support the meeting of its objectives.
Key Accountabilities
* Performance Management of the EMIZ programme to ensure spend and delivery of outcomes.
* To develop new projects and programmes to deliver on the EMIZ objectives.
