We have an exciting opportunity for an experienced resourcing leader to join one of the largest NHS Trusts in England. The Head of Resourcing & Workforce Services is the Trust's overall lead for recruitment and transactional HR services and is a key member of the people directorate. Working closely with the Director of Workforce Planning & Deployment, the role requires you to work strategically but equally be comfortable to get close to the detail when necessary to provide assurance and lead service improvements. Whilst NHS experience would be beneficial, we welcome applications from candidates with a recruitment/HR background. The role would potentially suit someone leaving the armed services who has worked in an equivalent role. Excellent knowledge of resourcing, HR processes, pay and compliance will be necessary.
Whilst the role will present plenty of challenges, it is transformational and will provide an opportunity for growth. You will also benefit from working in a friendly and supportive team.
Due to the nature of the role, this is likely to be a full-time position; however, a hybrid of home/office working will be considered, i.e., 1 day working from home each week. The role will be based in Worthing at our Trust HQ with some need to work in Haywards Heath and Chichester where teams are based.
Main duties of the job
The Head of Resourcing & Workforce Services will use highly developed specialist knowledge and experience of healthcare resourcing and HR administrative processes to lead the development of resourcing strategies and manage a best-in-class HR transactional service.
The post holder will act as the Trust lead for resourcing and provide strategic business-focused advice to nursing, AHP leadership teams, and other leaders within the organisation. The post holder will develop the UHSussex employer brand and ensure that the organisation has a strong market presence locally and internationally.
The Head of Resourcing & Workforce Services is responsible for the following areas:
1. Recruiting a contingent workforce to meet temporary staffing requirements.
2. Workforce/resourcing transformation - working closely with the Head of Workforce Planning & Systems and clinical leaders, support workforce diversification strategies and plans.
3. Working in collaboration with the Head of Workforce Planning & Systems, lead on the resourcing elements of workforce planning processes including workforce supply and associated strategies.
4. Ensuring that resourcing strategies and practices effectively address Equality, Diversity, and Inclusion and lead initiatives to improve workforce diversity at all levels.

Job responsibilities
1. Research and analyse local and national talent acquisition practices and trends. Draw appropriate conclusions, using this knowledge to develop resourcing policy and plans for the Trust.
2. Take accountability for the end-to-end recruitment cycle, leading the resourcing teams to deliver high quality, professional support and advice to line managers.
3. Work with nursing and AHP leaders, HR Business Partners and others to develop strategic initiatives to fill hard-to-recruit roles drawing on a range of options including contract type and source market.
4. Take overall responsibility for UHSussex recruitment and selection process and deliver ongoing improvements to time to hire rates.
5. Manage high standards of compliance with the NHS Employment Check Standards and Safer Recruitment Practices ensuring that these are embedded in all areas of resourcing practice.
6. Working closely with the Director of Workforce Planning & Deployment, act as the senior resourcing business partner for the Trust, taking a specific interest in senior appointments, advising managers and directors on attraction, assessment, and the offer process to secure the best talent in the market.
7. Ensure that senior appointments satisfy fit and proper person regulations (FPPR) and that there is robust and documented evidence of compliance.
8. Further develop the UHSussex employer brand locally, regionally, and internationally.
9. In collaboration with the communications department, manage the organisation's social media activity relating to talent acquisition.
10. Provide professional advice regarding the language, tone, and messaging of advertising material, coordinating outputs to promote a consistent brand.
11. Lead on psychometric assessment for the organisation ensuring that it is used appropriately and in accordance with BPS best practice.
12. Maintain processes and practices that have equality, diversity, and inclusion at their core and reflect the Trust values, delivering a positive experience for line managers and candidates.

Person Specification
Experience/Qualifications
* Senior level in-house recruitment experience including team management.
* Successful track record of leading a recruitment function.
* Demonstrable experience of supporting senior leaders identify and deliver resourcing plans for operationally critical roles.
* Educated to master's degree level in human resource management level or equivalent professional experience in an HR setting.
* Extensive in-depth demonstrable success in delivering change and performance improvement.
* Demonstrate a successful track record of delivering effective strategic resourcing solutions.
* Experience of designing recruitment assessment methods.
* Experience of engaging managers and teams by establishing clear work priorities with them, coaching staff, and monitoring quality/outputs.
* Significant experience of delivering permanent resourcing and talent acquisition strategies/initiatives within a large organisation.
* MCIPD or demonstrable professional experience in a senior HR/Resourcing leadership.
* Qualified in psychometric assessment.
* Previous NHS resourcing experience.
* Experience of managing an HR service centre or similar transactional service.
Skills/Knowledge
* Expert knowledge and experience of NHS terms and conditions (or aptitude to quickly develop this if from a non-NHS background).
* Strong knowledge of managing HR transactional services.
* Expertise and in-depth knowledge of the workforce agenda in the NHS, how this supports service provision, performance, and improvement.
People Management and Development
* Experience and understanding of dealing with performance management and team development.
* Demonstrates an inclusive and supportive leadership style.
* Experience of coaching and training managers in resourcing/recruitment practice.
* Experience of working at Head of service level.
