Job Summary
As a Planning Manager, you will be responsible for leading the preparation, submission, and negotiation of planning applications including S106 agreements and viability models. To be successful in this role, you must liaise with key stakeholders within the business to manage schemes from identification through the planning process and beyond.
The purpose of the role is to report to the Land, Planning and Technical Director and engage with the community, third-party landowners, and stakeholders during the planning process. The post holder will also lead on the preparation, submission, and negotiation of planning applications, including overseeing the relevant discharge of planning conditions and Section 106 processes, ensuring compliance with planning obligations. The successful candidate will demonstrate the ability to manage an external consultant team and work proactively with local planning authorities to deliver a first-class service to the business.
Primary Responsibilities
1. Scope, tender, and appoint the appropriate consultant team required to prepare a successful application and appeals.
2. Effectively manage the external consultant team and track professional fees against project budgets.
3. Deliver projects on time by demonstrating project management skills and coordination.
4. Contribute to technical reports and comment on relevant plans and documents.
5. Secure planning approval for well-designed schemes by demonstrating a strong narrative in line with the latest planning guidance.
6. Engage with all parts of the business to ensure planning applications are optimized and meet the needs of our customers and all areas of the business.
7. Manage community engagement on planning applications.
8. Support the land team in identifying and acquiring suitable opportunities to meet business strategy.
9. Ideally, have a good knowledge of the geographical area and a robust network of strong relationships with key contacts.
10. Have an in-depth knowledge and clear understanding of the continually evolving planning system, changes in legislation, policies, and government guidelines.
11. Demonstrate a thorough understanding of the importance of viability in the negotiation and delivery of development.
12. Present, report, and update the Board of Directors on all areas of planning strategy and program.
Experience, Qualifications & Technical Requirements
1. A degree qualification in a Planning-related subject or where transferable skills can be demonstrated.
2. At least five years’ experience with a Planning and Development background and MRTPI qualified.
3. Experience with another developer/housebuilder or Planning Consultancy would be desirable.
4. A full driving licence.
