Main Purpose of Role:
The Senior QS is responsible for the commercial management of contracts and manages the commercial resources to deliver profitable performance in line with Business Objectives.
Accountable for the commercial management of contracts up to £5m+, to include the resolution of contractual and commercial issues. This role will take commercial responsibility for the company's largest projects and provide support where required to the project managers on smaller projects. To include initial contractual negotiations, effective procurement, financial and contractual management and effective controls to ensure a profitable outcome for the business.
Key Duties and Responsibilities:
* Review and negotiate terms and conditions of contracts and subcontracts pre and post tender award
* Provide commercial input to pre-qualification and tender documents
* Provision of commercial and contractual support to the tendering and bidding process
* Responsible for the management and governance of all aspects of multiple contracts in accordance with commercial procedures and KPI's, to include forecasting, budget management and control
* Monitor the performance of works ensuring all deadlines are met and manage commercial disputes
* Lead contract commercial reviews
* Implement progress and cost management reviews, preparation and presentation of contract specific progress reports and active participation in contract reviews and/or customer meetings
* Ensure a proactive approach to positive cashflow at all times
* Prepare, and in conjunction with senior management agree final account with
* client's representative.
* Manage Job specific procurement
* Ensure sub contract orders are prepared in accordance with company procedure with reference to the date given on the procurement schedules and/or in accordance with the contract programme having achieved the appropriate approvals.
* Maintain control of sub contractor's accounts and minimise the cost of any variations.
* Highlighting areas of concern / loss on any part of the contract
* Monitoring of contract charges and notification to sub-contractors.
* Sub-contractor re-measurement, interim and final account payments.
* Compiling the variation log and signing off on variations with Client Project Q.S.
* Cost monitoring and reporting while attending all monthly cost reporting meetings.
* Cash flow forecasting for projects and issuing monthly reports to commercial manager.
* Working closely with Finance & Commercial in maximising profit on the contracts
Job Context / Key Challenges:
* The role reports to the Finance and Commercial Director and works collaboratively with key stakeholders in finance, project management, engineering, customers, suppliers and subcontractors, they must therefore possess excellent communication, interpersonal and organisational skills.
* The Senior QS will monitor and actively manage and mitigate contractual risk.
Dimensions:
* The Senior QS is responsible for commercial aspects, including cost management, forecasting, budget management and control, from pre-tender to delivery
* The postholder will interface with the external legal team on conditions of contract issue and variations for final review and sign off.
Qualifications and Experience:
* Relevant qualification in Quantity Surveying or Commercial Management, ideally at degree level and hold professional qualification such as RICS
* Experience in a senior level Commercial role, ideally in a similar or related industry, e.g. engineering, construction or rail
* Experience of working within a contractor and/or project environment
* Full driving licence
