If this sounds of interest then this could be the role for you The Partnership for South Hampshire is looking for a manager to lead the recently formed Solent Mitigation Partnership, providing supportive and decisive leadership to the expanding mitigation partnership team. About the role We are looking for a Solent Mitigation Partnership Manager to provide supportive and decisive leadership to the expanding environmental mitigation partnership team. You will: • Deal with difficult and complex issues, surrounding environmental strategy and policy and environmental mitigation delivery with impacts on infrastructure, development, housing provision, and the environment across the Solent area. • Work with other partner organisations (local authorities, national parks) to develop, implement and refine environmental mitigation strategies and policies. • Play a key role in working with elected members, senior officers and others outside the service in all the partner authorities to reconcile diverse interests. • Provide specific advice to developers and local authorities on technical, legal and policy matters relating to strategic environmental planning issues. • Deal with colleagues, senior officers and elected members, in partner authorities on a continuous basis persuading them to support elements of policy and initiatives in pursuit of a coherent strategy. • You will write clear and concise technical reports and communicate technical matters clearly in person, including to PfSH Joint Committee, PfSH Chief Executives and the PfSH Planning Officers Group. • Influence developers to secure understanding and cooperation. • Engage with the community providing advice and guidance on the strategies and environmental mitigation actions that PfSH puts in place. • Work to underpin sustainable development across the Solent area. • Manage a small group of employees, working within the same general area of work. • Work effectively with government bodies, private environmental mitigation providers, the development industry, statutory advisors and the public to effectively deliver objectives. • Be responsible and accountable for considerable revenue and capital resources. About you It is important to us that: • You are an excellent programme and project manager – able to drive solutions, be innovative, and work independently. You are driven to succeed and will show a commitment to finding and delivering a strategic solution. • You display sound decision-making skills and can identify and analyse issues, identify alternative courses of action and take risk-based decisions with the minimum of supervision in order to achieve delivery. • You are an excellent communicator and negotiator, particularly with people outside of the development and environment sectors. • You are able to act as a champion/advocate and facilitator working with a range of partners. • You have experience of leading and supporting a team in the delivery of complex technical projects. • You are commercially astute. • You manage data well, including financial and personal data, where necessary. We would like it if: • You have a qualification and professional membership within a relevant sector. • You have environmental planning knowledge, including a sound understanding of the Habitats Regulations. • You have experience in the deployment of government or other external funding streams. • You have experience of working for a local authority or similar public sector organisation. About us Partnership for South Hampshire The Partnership for South Hampshire (PfSH) consists of twelve local authorities around the Solent that aim to improve the environmental, cultural and economic performance of the South Hampshire area. We work with partners to dissolve the boundaries of individual local authorities – to successfully meet challenges together – and to make the most of the opportunities that can be shared across the wider south Hampshire area. More information on PfSH is available at www.push.gov.uk Solent Mitigation Partnership In early 2024, working through the PfSH, the Solent area was successful in receiving money through the government’s Local Nutrient Mitigation Fund (LNMF) and has worked quickly to provide nutrient mitigation to aid sustainable development. The opportunity presented by the potential funding available is significant for the Solent region. By adopting a strategic approach, we can ensure, alongside the private market, that mitigation is available to meet the planned growth across the Solent long term. This approach also emphasises the importance of not only addressing environmental concerns but allows for significant additional benefits for people and placemaking. The framework and projects (acquired through the LNMF) also provide the opportunity to deliver multiple different forms of mitigation from one source. It is intended that the Solent Mitigation Partnership will also offer, but will not be limited to Biodiversity Net Gain Units and Solent Wader & Brent Geese site mitigation. Mitigation is now being delivered across the PfSH local authorities, together with a number of additional partner local authorities across the wider Solent area.
