Part-Time Community Preservation Committee (CPC) Fund Administrator
The Town of Falmouth seeks a highly motivated professional to serve as our next Community Preservation Committee (CPC) Fund Administrator and provide staff support to our 9-member CPC. This is a part-time, non-benefited position that works 19 hours per week with some schedule flexibility. This position plays an important role in facilitating the meaningful work of the CPC, which appropriates funding for and oversees projects to protect open space, historic resources, and affordable housing in our community. Under the general direction of the Town Planner, our CPC Fund Administrator supports the CPC in administering all aspects of their work, from the grant application process through the completion of each project. Duties include but are not limited to: initiating the CP Fund application process; serving as a liaison between the CPC and the public, including project applicants and project representatives; assisting applicants with their applications; and participating in the review and evaluation of the applications. The CPC Fund Administrator provides direction and oversight of the Community Preservation Act (CPA)-funded project management process, which requires compliance with the CPA (MGL 40B), the Falmouth Town CPC Bylaw (Chapter 29, Art. VI), warrant articles under which Town Meeting appropriates CPA funding, and project grant agreements and their special conditions. During the application and project administration phases, this position engages/procures consultant specialists as needed and seeks out information from a variety of sources, including legal guidance, for evaluation and interpretation of the various project requirements. This position also works with a consultant to ensure that historic properties using the CP Fund follow historic preservation deed restrictions.
In addition, this position prepares warrant articles for Town Meeting for the proposed projects; develops Letters of Agreement for approved projects; tracks, monitors, verifies, and processes project expenditures; reconciles the expenditures to the Town CP Fund records; prepares the annual CPC budget; maintains records; and prepares reports. As part of the 19 hours per week, this position attends and provides updates at Thursday evening CPC meetings that are held 1-2 times per month. This position also attends and may present at occasional evening Finance Committee meetings and/or Town Meeting.
Minimum Qualifications: Bachelor's degree in public administration, planning, community development, or related field and a minimum of three (3) years of progressively responsible experience in planning, community development, or fund administration, preferably within community planning and/or preservation; or any equivalent combination of education, training, or experience which demonstrates possession of the required knowledge, skills, and abilities necessary to perform the essential functions of the position. Municipal experience preferred.
The ideal candidate has strong fund accounting, financial reporting, account reconciliation, critical thinking, organizational, and interpersonal skills. The successful candidate must be detail-oriented and have the ability to multi-task, as there can be up to twenty (20) active CPC projects in various stages of completion. Applicants should be able to work well independently and with various groups, including a 9-member volunteer Committee, project managers, Town Department and Division Heads, and members of the public.
Expected Starting Range: Step 1 ($32.17/hour) – Step 3 ($34.80/hour), commensurate with qualifications and experience, with room to advance along the 7-step pay scale.
