Job summary
We have an exciting secondment opportunity within the Finance and Performance Division of the Operations and Finance Directorate at Public Health Wales. We are advertising for our Head of Financial Intelligence, Value and Impact on a 6 month secondment basis to cover a period of interim arrangements that are in place within the Team. We would be delighted to hear from you if you have an interest in value and performance and are looking for an exciting new challenge.
The role is a key role within the Organisation and provides an opportunity for the individual to become part of the Finance Division Senior Management Team and the Directorate Leadership Team. You will lead a small team with a varied portfolio including costing, value and performance. There are a number of exciting projects going on in this area including value projects around prevention, improvements to performance reporting and performance management.
A qualified accountant with a wealth of experience, passion, dedication, vision and more importantly an enthusiasm for value and performance, you will have a broad set of skills in strategic and operational management. Your experience in leading and implementing change and improvement will inspire confidence with the Executive Team, staff, and stakeholders.
Main duties of the job
For the 6 months you will lead on:
1. Financial intelligence: ensuring that value is an integral part of our arrangements;
2. Resource planning: ensuring that strategic and operational plans are developed dealing with both the long and short term requirements of Public Health Wales;
3. Forward thinking: ensuring that financial forecasts and modelling are developed and embedded in the way we work, and that effective risk management arrangements are embedded;
4. Financial monitoring: resource use, including long term trends and projections;
5. Options and decisions: Supporting policy decisions and business cases with evidence-based financial information;
6. Financial governance: ensuring that arrangements are fit for purpose;
7. Whole-system: Financial consequences are considered across the organisation and within Directorates, Divisions and Priorities;
8. Advice: providing sound, commercial advice.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Person Specification
Qualifications Essential
* CCAB Qualified Accountant - professional accountancy qualification plus further specialist knowledge training and experience. Membership of a professional Chartered Accounting institution.
* Postgraduate Master's level qualification in management or finance, or equivalent experience gained through senior finance roles.
Knowledge Essential
* In-depth professional specialist knowledge of a number of disciplines acquired over a significant period, including workforce and service planning.
Desirable
* Understanding of developing best practice in the NHS within the UK nations; and of management and leadership best practice developments.
