Job Title: Interim Head of FM and Capital Projects (including Corporate Health & Safety, Emergency Planning & Business Continuity)

Pay Rates: £66.66 PAYE Inclusive of Holiday pay
Hours / Working days: 37.5 Hours per week / Monday – Friday 9 am-5:30 pm
Purpose of Role
To lead and deliver strategic direction, governance, and operational management for:
* Facilities Management (FM) and Capital Projects
* Corporate Health & Safety (H&S)
* Emergency Planning (EP) and Business Continuity (BC)
This role covers all Council services and partner organisations, ensuring legal compliance, value for money, and alignment with strategic goals.
Key Responsibilities
Strategic Leadership
* Oversee FM operations, energy efficiency, and lifecycle works, ensuring compliance with procurement and contract management standards
* Develop and deliver the Council’s capital programme, including schools, corporate property, and carbon reduction projects
* Set and monitor strategies for health & safety, emergency planning, and business continuity in line with legislative requirements
Operational Delivery
* Manage building inspections, maintenance, and statutory compliance across the estate
* Lead major capital projects to ensure delivery on time, within budget, and to specification
* Ensure health & safety policies are implemented across all services and support investigations of incidents
* Support resilience by preparing for and responding to major incidents affecting Council operations
People & Financial Management
* Lead a multidisciplinary team and ensure staff are qualified, supported, and developed
* Manage capital and revenue budgets effectively to support Council priorities
* Oversee procurement and performance of contractors delivering FM and capital services
Person Specification
Qualifications & Training:
Degree in Facilities Management or similar (Desirable)
Professional accreditation (e.g., CIWFM) (Essential)
Project Management qualification (PRINCE2 or equivalent) (Desirable)
IOSH/NEBOSH Health & Safety qualification (Desirable)
Experience & Skills:
* Proven leadership in FM and capital projects within local government or large public sector organisations
* Strong experience working with senior stakeholders, Members, and multi-disciplinary teams
* In-depth knowledge of property strategy, H&S legislation, and emergency planning
* Strong financial and project management skills
* Excellent interpersonal and communication abilities
