JOB SUMMARY
The Head of Estates will play a crucial role in supporting the Associate Director of Estates to ensure that the healthcare properties are safe and well-maintained. This involves providing a cost-effective, efficient, and safe maintenance service through the combined efforts of direct labour and contractors, overseeing both external and internal environmental management, and maintaining a safe and secure environment for patients, staff, and visitors. To lead on the building and engineering safety, inspection, and maintenance. To operationally manage all estates activities across:
1. Healthcare Engineering
2. Decontamination
3. Medical gases
4. Ventilation
5. Water
6. Fire
7. Electrical Environment
8. Pressure Systems
To ensure Authorised person roles are covered (electricity, heating/ventilation, lifts, medical gases, decontamination, confined spaces, working at heights, gas systems, and pressure systems), taking lead responsibility in person where appropriate. Linking with the Associate Director of Estates and senior colleagues to ensure the effective management of Service Level Agreements/Contracts across a variety of estates-related disciplines including:
1. Direct contracts with specialist advisors, contractors, and consultants
2. Estates maintenance Service Level Agreement/contract with GHFT
3. Implementation and operational management of safe systems of work
4. Monitoring, supervising, and auditing specialist contractors
5. Construction, Design and Management Regulation compliance
QUALIFICATIONS AND SKILLS
To have an industry qualification in engineering, technology, building, surveying, or architecture plus either an appropriate mechanical or electrical formal qualification in estates disciplines; industry qualification in management safety Registered Professional in relevant FM Institution. To have excellent communication, negotiation, and training skills; and the ability to motivate and support staff. To understand budget management and effectively manage the expenditure to remain within the allocated budget. To have demonstrable knowledge of healthcare processes and interdepartmental relationships. To be self-motivated and able to organise, prioritise workload, and delegate appropriately with the ability to make and justify rational decisions quickly. To have sound knowledge of environmental management, health & safety requirements/legislation to include COSHH, risk management, Legionella, etc. To have extensive experience of engineering services to buildings, and of building construction, with specific geographical knowledge of the services and equipment throughout the properties to be maintained. To have detailed knowledge and experience in engineering services to buildings, building construction, and maintenance management strategies and techniques. To have a detailed knowledge of Building Management Systems and AutoCAD; advanced skills in using departmental computer software systems comprising of FMIS, Safecode, Smartstream, ELVIS including the full Microsoft Office package of Word, Excel, Access, PowerPoint, Outlook, Bactraq, and Projec.
MAIN DUTIES, RESPONSIBILITIES AND RESULTS AREAS
Ensure a cost-effective, efficient, and safe maintenance service for healthcare properties using a combination of direct labour and contractors. Oversee estates management both externally and internally to provide safe, reliable, compliant, and cost-effective service. Maintain a safe and secure environment for patients, staff, and visitors. GMS currently utilises MiCAD as the platform for its Computer-Aided Facilities Management (CAFM) system, ensuring streamlined operations. This role will require direct liaison and collaboration with the Capital Team and Capital Projects to support effective project execution. Monitor the performance and quality of services provided by in-house resources and external suppliers. Manage mechanical systems (e.g., decontamination, heating, ventilation, water, lifts, fuel storage) and electrical systems (e.g., electrical systems, security alarms, fixed engineering plants). Maintain and manage budgets for Estates and maintenance, ensuring projects are delivered within budget and on schedule. Create comprehensive reports and presentations for distribution within the Trust and to external stakeholders, providing assurance and insights for the GMS Senior Leadership Team, Committees, and Groups. Ensure controls assurance for estates, maintenance, fire, waste, and environmental issues, identifying and mitigating risks. Plan and coordinate activities related to large and complex estates and facilities issues, resolving conflicts as needed. Ensure all statutory and other risks related to the built environment are managed, advising on risks and strategic direction. Establish processes for reporting incidents and supporting those affected. To carry out the full range of HR functions for staff; managed through IPDR (Individual Performance and Development Review), preparing, and agreeing on Personal Development Plans, managing sickness absence, and overseeing recruitment and selection. Develop and commission essential job role training for estates colleagues, in collaboration with the Training Department, ensuring a balanced, appropriately trained workforce that operates in compliance with policies and procedures. To deputise for the Associate Director of Estates as required.
