9 months contract with a Local Authority
Job Summary:
• The Head of Pre-Construction Delivery will lead the management of a £25 million annual capital works programme focused on the refurbishment and improvement of housing stock.
• This role requires a seasoned leader with extensive experience in capital programme management, particularly within housing and property management.
• The successful candidate will oversee a range of major works including window and roof renewals, fire prevention upgrades, and kitchen and bathroom replacements, ensuring compliance with the RIBA process from inception to completion.
Key Duties/Accountabilities (Sample):
• Extensive experience in managing large-scale capital programmes, ideally within housing or property management.
• Demonstrated leadership skills with the ability to manage and motivate multi-disciplinary teams.
• Proficiency in contract management and working with external contractors.
• In-depth knowledge of the RIBA process and delivering projects across all stages.
• Strong communication and stakeholder management skills, particularly with residents and senior officials.
• Financial and operational acumen, with a focus on delivering projects on time and within budget.
• A solution-focused approach with a strong commitment to maintaining high standards.
• Excellent, hands on leadership skills
• Experience of developing/shaping new, complex capital programmes of major works.
• Procuring large contracts, preferably with Contract management experience.
• Outstanding ability to understand (Occupied) resident needs and deliver services accordingly.
• Will need strong presentation and communications skills and be confident with dealing with colleagues at all levels and presenting to elected officials etc.
• Will need to have extensive experience managing multiple project managers etc.
• To oversee the pre-delivery of a substantial £25 million annual capital works programme, focused on maintaining and improving our housing stock.
Skills/Experience:
• Minimum of 5+years recent housing refurbishment.
• Having worked for local authority and managing the pre-delivery of capital projects within bounds of HRA is critical.
• Lead the pre-delivery of the £25m annual capital programme, including but not limited to:
• Window and roof renewals.
• Fire prevention upgrades.
• Kitchen and bathroom replacements.
• External decorations.
• Flat de-conversions.
• Manage an in-house team and external consultants/ professionals, driving performance and delivering excellence in programme execution.
• Ensure compliance with the RIBA process from inception to completion, including commissioning, contract letting, on-site works, and final sign-off.
• Proactively engage with residents, ensuring clear communication and resolution of concerns throughout the programme.
• Provide regular operational and financial updates to stakeholders and senior management.
• Maintain and update the risk register, identifying and mitigating risks effectively.
• Conduct site visits regularly to monitor progress, quality, and compliance with safety standards.
Additional Information:
• This role is based at SHP Head Office, Central Sutton, with hybrid working arrangements and regular travel to various sites within the borough.
