Transformation Director: Building Safety (housing repairs, maintenance and compliance)
6-12 month Interim Contract
Location: South West of England
Pay: Market rate (Flexible for the right candidate)
Contract Type: Inside IR35
Working Hours: Full-time (Expectation to be on site 3/4 days per week)
Reporting to: Executive Director, Growth and Regeneration
Responsibilities:
1. Support the transformation of the Asset / Repairs service to deliver a safety-first housing asset service.
2. Design and deliver strategic safety-first asset management services for the council housing residents.
3. Ensure efficient and effective delivery of resident and safety-focused responsive repairs service.
4. Lead the workforce of the asset management housing repairs and maintenance services.
5. Implement the council's new housing IT system in repairs, maintenance, and compliance.
6. Work with external stakeholders to ensure high-quality services that meet the needs of residents.
7. Advise the executive director on the effectiveness of existing structures and practices in relation to asset management.
8. Implement sustainable safety practices in line with best practice and Social Housing Regulator (SHR) standards.
9. Drive a culture of best practice and continuous improvement.
Key Objectives:
1. Provide strategic leadership for the housing division regarding repairs and maintenance.
2. Identify gaps in current safety management processes and lead improvements.
3. Implement and further develop the Building Safety strategy for the Council's high-rise properties.
4. Embed a culture of rigour, governance, transparency, and accountability.
5. Drive transformation, focusing on modernising building safety practice and improving service delivery.
Person Requirements:
1. Proven experience in a senior leadership role in local authority or registered provider focused on residential building safety.
2. Experience managing large capital programmes and complex contracts.
3. Understanding of delivering responsive repairs under high demand.
4. Strong track record of establishing a performance culture and improving service delivery.
5. Experience managing large-scale safety transformation programmes.
6. Experience working in a regulated environment with the Social Housing Regulator.
7. Proven track record of engaging with a wide range of stakeholders.
8. Successful resource management within constrained resources.
9. Experience leading and inspiring diverse groups of staff.
