Pay Rate: £36.73 per hour PAYE
Hours per week: 35-37 Monday – Friday, normal working hours
Role Length: This opening assignment is for 6 months

Manage the Corporate Programme Management Office (PMO). Scheduling and programming priority transformation programmes to ensure effective assurance, realisation of benefits and timely delivery within budget to agreed standards. Coordinate across all directorates to ensure a well managed programme of activity with regular reporting. Overall responsibility for the programme management office including communications, procurement, quality assurance, risk and budget management to deliver the councils transformation programme. Drive ongoing development and be the custodian of corporate PMO standards, templates and tools, including the PPM academy. Working closely with the Asst. Director Transformation to ensure and maintain effective governance mechanisms in place.
Key Responsibilities:
* Direct, manage and monitor the operation of an efficient and effective service ensuring the work of the team supports service objectives and that necessary resources are secured.
* Lead major projects and reviews within a defined area of work to optimise and enhance service delivery.
* Ensure legal, regulatory and policy compliance of relevant schemes/ initiatives.
* Contribute to and where appropriate lead the development of practical strategies, works programmes and service improvement in own area of specialism and monitor and control their implementation to manage and mitigate risks.
* Directly or matrix manage a diverse group of staff to ensure the successful delivery of a service.
* Monitor and support the performance management and development of team members using a coaching approach, to support individual development and ensure that individual contributions are maximised.
* Work with managers, service representatives and partners to identify and apply cost effective means of delivering improvements to business processes and strategies.
* Review the operations of the teams to identify improvements in systems, processes, procedures and working methods, and propose changes to secure greater efficiency and compliance.
* Monitor, analyse and manage delegated budgets, funding and resources in accordance with organisational policies and procedures.
* Analyse, interpret and evaluate relevant data applying judgement and technical expertise to identify risk, support the resolution of issues and support decision making.
Qualifications:
* Degree or professional qualification in Project or Programme Management is desirable.
* Preferably qualified in either P3O, Managing Successful Programmes, Association of Project Management, Prince 2 etc.
* Membership of an appropriate professional body may be required.
Knowledge:
* Authoritative knowledge of the legislation, regulations and technical requirements relevant to the role.
* Comprehensive knowledge of computerised business systems.
Experience:
* Substantial experience working at a senior level in a relevant role.
* Experience in setting up and running a fast paced high profile PMO delivering major transformation programmes is essential.
* Experience of identifying, managing and delivering benefits (financial & non financial).
