GENERAL SUMMARY OF POSITION:
Under the direction of the Associate Vice Chancellor of Human Resources, Diversity and Inclusion, the Manager, Learning & Development works collaboratively with UMMS members and UMASS partners to identify and leverage opportunities for building workforce capabilities and capacity through effective use of individual and organizational development approaches. It will also be important for the Manager, Learning and Development to use a broad array of strategies, techniques and tools to support the change management efforts within the institution. The Manager, Learning and Development will build the knowledge and competency base of UMMS employees through diagnosis, design, implementation, evaluation, and continuous improvement of learning and development programs and initiatives across the UMMS enterprise.
MAJOR RESPONSIBILITIES:
* Manages the learning and development function of UMMS including internal staff and variable workforce professionals
* Develops and manages relationships with external vendors and community partners by providing workforce development services and managing related contractual arrangements and relationships
* Cultivates relationships with UMMS departments and SBUs to remain in touch with their workforce development challenges and partners to develop effective solutions
* Conducts needs assessments and develops training programs or change interventions in response workforce needs
* Develops training and learning curriculums to build competencies and leadership capacity within the workforce, including high potential employees, new managers and experienced administrators
* Develops and manages a performance evaluation and improvement process that builds employee effectiveness and engagement throughout UMMS
* Partners with HR Business Partners to design and deliver core workplace training and customized workplace-learning programs for managers and other staff
* Designs and implements appropriate methods of evaluating courses and organizational development interventions
* Utilizes appropriate evaluation tools to measure the impact of training initiatives on individual and organizational performance
* Analyzes employee, operational, financial and other data to support recommendations, measure results and calculate cost -benefit or return-on-investment for programs
* Designs and manages the implementation and launch of user training for IS applications and technologies that support Human Resources, Finance and Accounting work processes
* Works collaboratively with Faculty Affairs and UMass Memorial Hospital Center to create and promote learning programs and experiences for shared audiences
* Identifies, assesses, and makes recommendations for the acquisition of technical tools and software to improve the timeliness, ease of access and use, and outcome measurement of the employee training and learning experience, particularly for hard to reach workforce segments
* Facilitates leadership retreats, team building sessions or other group meetings as contracted
* Stays current on trends in the Human Resources field to ensure solutions are state-of-the art and comply with legal and regulatory requirements
* Perform other duties as assigned
REQUIRED QUALIFICATIONS:
* Bachelor’s or Master’s degree in Human Resources, Management, Business or a related field or record of related work and learning experience
* 4-5 years of progressively complex organizational development, training and/or change management experience
* Demonstrated experience developing and conducting assessments to identify individual learning and performance needs
* Demonstrated success in diagnosing organizational learning needs and crafting custom solutions that build professional and leadership competencies and capacity
* Knowledge and use of various program evaluation tools which serve to measure effectiveness and impact of programs and learning initiatives
* Demonstrated experience creating training programs and learning experiences for a culturally diverse workforce
* Knowledgeable in the use of JIT learning techniques, technologies and delivery methods
* Proficient in Microsoft Office Applications

PREFERRED QUALIFICATIONS:
* LEAN or TQM training and/or experience supporting or leading process and quality improvement initiatives
* Experience designing curriculum and facilitating training to support IS deployment of eProcurment systems, Talent Management Systems ( such as Icims) and PeopleSoft Finance and Human Resources solutions
* Proficient in the use of social media tools
