We are currently recruiting for an Assistant Asset Manager to provide clarity of thought and direction on Transport for London’s (TfL) most important asset challenges. We ensure the circa £1bn of investment we put into our assets every year is being done in a planned, conscious, and informed way. We operate flexibly, through a highly capable and supportive team that can actively approach challenges well and are known for producing high quality outputs.
Your role is to support work on important issues faced by the business, primarily; assisting in setting the strategic direction and investment needs of our assets, justifying and securing funding, initiating projects, improving asset management capability, analysing information to produce options and choices, getting stakeholders on board, helping the business make decisions and ensuring the impacts are understood.
The work in our team is varied, exciting and high profile; your work could include updating an asset strategy, translating strategies into short- and long-term plans, looking at whole life costing, modelling scenarios for investment planning or working with a range of stakeholders across the business to determine our future vision for assets.
You’ll help lead the translation of cross-asset and network level asset information, into a balanced Pan-TfL investment portfolio which meets the future strategic needs of TfL’s assets and effectively supports the organisations goals.
You will assist in develop policies, strategies, plans and prioritised programmes for one or more assets to deliver business outcomes and will work with key stakeholders in the directorate, Surface, TfL and externally to understand and incorporate key priorities and drivers.
Key Accountabilities
* Contributes towards the production of asset policies, strategies, plans and prioritised programmes for one or more asset types within the Surface Transport environment, through research and data collection and analysis.
* Understand political constraints, customer insights, Greater London Authority (GLA) priorities, internal delivery commitments, private developer initiatives to inform the strategies and plans for selected asset types.
* Interpret customer intelligence so that it can be translated into suitable measures for inclusion within the asset specific strategies.
* Carries out data analysis to inform long term capital and operational investment modelling.
* Supports the maintenance of a prioritised forward programme of works for one or more assets that deliver the strategy and best value.
* Analyses Borough Principal Roads and Bridges data to inform long term capital investment plans and Local Implementation Plans (LIPs) investment.
* Works with relevant stakeholders to inform asset data requirements to support the development of asset strategies, investment plans for selected asset types.
* Promotes a culture that builds strong and sustainable customer relationships and promotes a culture that places the customer at the heart of everything that TfL delivers.

Knowledge
* Good understanding of the principles of asset management, PAS 55 and ISO 55000.
* Understanding of transport issues affecting London’s road network and of the management and operation of a road network to deliver objectives.
* An awareness of investment planning and value management techniques.
* Understanding of the Mayor's Transport Strategy.
* An awareness of financial management standards and practices in the public sector.
* An understanding of asset investment best practice, including whole life costing/value, management of value, asset deterioration modelling and Capital Expenditure (CapEx) / Operational Expenditure (OpEx) trade-off.
Experience
* Experience working in the field of physical asset management on mechanical and electrical assets or structures or bus station or buildings.
* Experience of applying asset management techniques within a transport/ construction / operational environment.
* Experience of preparing and presenting reports to peers and senior management, to influence business decisions.
