The Project Engineering Director is in charge of overall technical coordination and management.
The successful candidate is the contact to the Customer on technical matters and answerable for elaboration of best solutions with project members under technical aspects.
This is a hybrid role and requires onsite presence throughout the week.
Responsibilities
Job Description
1. The Project Engineering Director is accountable for the proper performance of design in matter of engineering cost mastering, deadlines, and quality.
2. The successful candidate will coordinate and manage global time schedule of engineering activities, follow with work packages PEM’S engineering budgets, define the project design quality plan, ensure implementation of EMH guidelines, supervise overall technical coordination between different work packages of Grid Complex large project.
3. The Project Engineering Director has the capacity to perform technical coordination of projects which are classified “full set” according to PMH and specifically 'complex large project' using a combination of 3 criteria for complexity assessment.
4. Technical complexity: FACTS / SPS content or offshore platform.
5. Coordination complexity: cross-regions, multi-sites, or complex logistics.
6. Other complexity: First of a Kind or Civil Works content.
All HVDC projects are considered as Complex large projects.
Scope Of Work & Responsibilities
Consolidation and Scheduling:
1. Accountable for consolidating the provisional drawing list with submission dates.
2. Create and manage the global time schedule for all engineering activities.
Activity Follow-up
1. Ensure regular follow-up of critical activities by discipline Project Engineering Managers (PEMs).
2. Support work-package PEMs to anticipate and mitigate delivery issues.
Coordination And Interface Management
1. Coordinate with discipline PEMs to ensure timely delivery of technical interfaces.
2. Ensure information exchange interface sheets are in place and followed.
Time Schedule Challenges
1. Collaborate closely with PEMs and the planner to challenge and refine the global time schedule for engineering activities.
Technical Coordination
1. Ensure coordination of technical disciplines in terms of interfaces and synchronization.
2. Support package PEMs to secure required resources.
Budget Management
1. Responsible for the project engineering budget, including monthly follow-up, identification of potential savings and deviations, and ensuring proper allocation by WBS.
Strategy And Quality Plan
1. Develop the engineering execution strategy with PEMs.
2. Participate in project strategy development with the Project Director.
3. Define and validate the design quality plan for the entire engineering scope.
Risk And Opportunity Management
1. Consolidate and manage technical risks and opportunities for the project.
2. Implement a design freeze process and validate the design freeze following relevant reviews and risk assessments.
Customer Interface
1. Serve as the primary contact for customer management on all engineering-related topics.
2. Organise clause-by-clause analysis and coordinate certification activities.
3. Manage customer technical meetings and ensure consistent responses to customer queries.
Documentation And Compliance
1. Oversee the management of technical documents, including tool setup, delivery process, master drawing list, and follow-up on queries.
2. Validate engineering documents before final release to the customer.
3. Coordinate tracking of customer comments, document resubmission, and manage return status of project documentation.
4. Ensure compliance with customer technical requirements and manage non-conformance reports.
Design Management
1. Ensure the effectiveness of design against contract requirements within the project budget.
2. Review main subcontracting files for design activities and optimise global costs during basic design.
3. Organise design reviews with the customer and certifier, integrating EHS requirements based on project strategy.
Performance Tracking
1. Set up and consolidate engineering KPIs and reporting for the entire project.
2. Ensure non-conformance reports involving engineering are managed effectively.
Supplier/Partner Management
1. Support PEMs in managing technical interfaces with main subcontractors, customers, and third parties.
2. Develop O&MM structure and organize ROE with customers, main suppliers, and internally.
Quality And EHS Leadership
1. Comply with quality procedures, work instructions, and processes.
2. Demonstrate EHS leadership, implementing the Zero Deviation Plan within the team.
3. Participate actively in defining corrective actions for unsafe work conditions or uncontrolled risks.
