Job opportunity – Planning and Performance Officer (Band 7)
An opportunity has arisen for a highly motivated individual to join the Planning and Performance Team. To excel in this role, you will need to be a good communicator with excellent planning and organisational skills, be experienced in report writing and be able to influence, negotiate and challenge to drive improvement.
You will work closely with other members of the Planning and Performance Team and system partners to meet planning requirements and understand performance across the system. You will support the team to identify areas for improvement, work with ICB and system partners to develop improvement plans as required and monitor delivery of these plans against key milestones.

The Planning and Performance Officer will play a key role within the Planning and Performance Team to support the Head of Planning and Performance to deliver effective planning and performance functions.
The role will support the Head of Planning and Performance to ensure the ICB has robust plans in place to deliver key priorities and to deliver an effective performance and assurance function.

The postholder will:
• Responsible for collation of ISIP contributions from senior managers
• Support Head of Planning and Performance and Senior Planning and Performance Lead in the development of key plans and strategies
• Support the team engagement with a range of partners to deliver the system planning and performance requirements
• Lead on monitoring performance improvement plans in key areas
• Support the Head of Planning and Performance and Senior Planning and Performance Lead to manage all non-financial planning returns
• Support the Head of Planning and Performance and Senior Planning and Performance Lead in ongoing monitoring of ICB plans ensuring appropriate related reporting
• Liaise with ICB BI and Finance to ensure plans accurately represent the finance and activity position
• Liaise with staff across the system in development and maintenance of plans
• Communicate information through reports, presentations, briefings etc.
• Undertake research for the team as required
• Support the development of key performance indicators and outcome measures
• Responsible for providing oversight and support for collation of ISIP and NOF related contributions
• Support the team engagement with a range of partners
• To work within the overall strategic objectives, support the implementation and monitoring of the elements of the ICB strategy relevant to the planning agenda
• As agreed with the Senior Planning and Performance Lead, to implement qualitative and quantitative measures to determine performance against the organisational strategy and where appropriate report progress against this strategy to a range audiences via verbal or written reports
• To present complex information on all aspects of the planning agenda in a clear, understandable and audience appropriate manner to a range recipients
• To support the tracking of progress against plans and milestones, ensuring issues, risks and concerns are flagged with the relevant stakeholders
• Analyse, interpret and present data and information about performance from multiple sources to highlight issues, risks and support decision making. Work with complex data, facts and situations requiring analysis, interpretations and comparisons on a range of options and making recommendations on the most appropriate approach.
• Develop performance improvement plans for key areas where the ICB is below target ensuring that impact of actions is defined where possible and oversee their timely delivery, escalating risks to delivery as required.
• Monitor, interpret and quality assure progress against key deliverables.
• Produce reports and briefings summarising status on issues, appraising outcomes, and providing progress for the senior managers and Executives as required.
• Prepare reports and briefings for meetings including Governing Body, Committees, and Senior Management Team meetings.
• Highlight and escalate exceptions and risks and monitor mitigating actions that are taken.
• Support the business processes of the wider ICB.
• Contribute to the development of performance and governance strategies and the development and implementation of improvement programmes, in accordance with the organisation’s priorities.
• Contribute to the development of outcome measures for the services the ICB commissions as the organisation develops its strategic commissioning function.
• The post holder will support the Senior Planning and Performance Lead to deliver against the requirements of the annual NHS planning round and to ensure that the ICB has sound plans in place that enable it to deliver on its key priorities.
• Support the planning function for the ICB, assisting with the development of key plans and strategies
• Support the development, implementation and maintenance of the ICB’s Commissioning Intentions, operational plan and decommissioning policy
• Support the strategy development and planning processes of the ICB, ensuring the ICB complies with local, regional and national planning requirements and the alignment of strategies and plans all areas of the ICB
• Support the ICB’s engagement with a range of partners in the development of its plans to ensure ICB plans align with those of the local system.
• Support the Senior Planning and Performance Lead to manage all corporate non-financial planning returns
• Support the Senior Planning and Performance Lead in the ongoing monitoring of the ICB’s plans ensuring appropriate related reporting via the ICB’s governance structure
• Liaise with the ICB’s Business Intelligence and Finance functions to ensure plans accurately account for and represent the ICB’s activity, performance and finance positions
• Liaise with staff across the ICB in the development and maintenance of ICB plans
• Support seasonal and surge planning requirements
• To support performance monitoring in relation to planning mechanisms
• Where required, to support the development of the ICB’s medium-term financial plan in collaboration with finance and business intelligence colleagues
• To support the Senior Planning and Performance Lead in the development of strategies to transform the health and social care economy for Shropshire including reducing health inequalities, increasing preventative care to support the delivery of priorities associated with these areas of work
• To ensure that local, regional and national policy and standards are met in the planning and functions in the ICB
• To support system planning functions, where appropriate working collaboratively with system partners to achieve this
• Responsible for providing oversight and support for collation of ISIP and NOF related contributions from Senior Managers carried out by the Planning and Performance Support Assistant
• Propose changes to own function
• Work collaboratively to influence policy and service development locally to ensure that services deliver high quality care for patients.
• Work closely with the Performance Analysts and the Business Intelligence function to ensure that information management needs are met.
• Use data and information to draft reports summarising issues, outcomes and providing progress reports.
• Collate qualitative and quantitative information and lead appropriate analysis to develop robust business cases and contribute to project and programme products.
• Analyse, interpret and present data to highlight issues, risks and support decision-making.
• Lead the delivery of performance related project plans, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project.
• Be responsible for a high standard of work supporting the delivery of performance related projects on time, to quality standards and in a cost-effective manner. Maintain the performance improvement plans with regular performance meetings to monitor progress and resources.
• Ensure that the improvement plans maintain a full business focus, have clear authority and that the context, including risks, is actively managed in alignment with the strategic priorities of ICB.
• Advocate the improvement plans to colleagues and system partners and ensure active engagement and sponsorship within the ICB and partner organisations.
• To work with colleagues across the ICB as required to ensure effective collaborative working on strategy development, planning and commissioning with key partners
• Pro-actively manage stakeholders, respond to and resolve conflict between different stakeholders when this arises through facilitation or other appropriate mechanisms
• Demonstrate effective stakeholder management across different departments and at all levels.
• Support the team engagement with a range of partners to deliver the planning and performance requirements across the system
