An Exciting Opportunity in Waste Operations & Contracts Management
An exciting opportunity has arisen within the Waste Management Delivery Team. We are seeking a proactive and experienced Senior Waste Operations & Contracts Management Officer to support the delivery and oversight of key waste services across the county. This role is vital in ensuring our Recycling and Household Waste Sites (RHWS) and Waste Transfer Stations (WTS) are managed efficiently, safely, and in compliance with all relevant legislation.
About the Role
As the successful candidate, you will play a key role in the day-to-day and strategic management of operational waste services across the county. This includes managing contracts, overseeing site operations, and driving continuous improvement through service development and innovation.
You will:
* Lead on the development and delivery of operational improvement projects across waste management services.
* Manage and deliver waste recycling, treatment, and disposal services to a high standard.
* Identify and implement savings initiatives and income-generating opportunities to support the council’s financial objectives.
* Monitor and manage budgets, ensuring effective financial oversight of service delivery.
* Procure and manage contracts relating to RHWS, WTS, waste treatment/disposal, and related environmental maintenance.
* Monitor operational and legal compliance, including health & safety and environmental regulations at all waste sites.
* Oversee the provision and maintenance of site infrastructure, including operational equipment, legal consents, and security systems.
* Provide operational support to the wider Waste Management Delivery Team and assist the Team Manager as required.
About You – Candidate Requirements
To be successful in this role, you will need to demonstrate a strong mix of operational, contractual, and compliance expertise within the waste management sector. You will also be a confident communicator and collaborator who thrives in a dynamic environment.
We’re looking for someone who can bring the following:
* A relevant degree or equivalent experience in waste management, contract management, or contract procurement.
* A Certificate of Technical Competence (COTC) or willingness to work towards one, and membership of CIWM (or willingness to work towards membership).
* Proven experience in budget planning and monitoring, with the ability to manage large and complex financial responsibilities.
* Demonstrated experience in managing and delivering projects, with knowledge of project management principles and methodologies.
* Strong communication and stakeholder engagement skills, with the ability to influence, negotiate and collaborate effectively.
* Hands-on experience in the procurement and management of waste or environmental maintenance contracts, including a solid understanding of waste site operations and environmental compliance.
* A commitment to equality, diversity and inclusion, with the ability to apply these principles in practice across all work activities.
You must also be able to travel across the County as required to support site-based operations and meetings.
