Senior Financial Advisor (Band 7) - Continuing Health Care (CHC)
This is an excellent opportunity for a highly motivated finance professional with knowledge and experience of a broad range of Financial functions. You will be joining the Finance Department during a period of change and transformation, helping deliver the Boards Continuing Health Care priorities, along with providing financial support and advice.
This is the lead Finance role for Continuing Health Care (CHC), reporting directly to the East Chief Finance Officer, but you will also have to develop excellent working relationships with the other Senior Finance colleagues, Shared Services, Local Authorities, Care Homes and Nursing/Operational leads.
Main duties of the job
We are looking for someone who can actively engage with stakeholders both internal and external but also manage the following responsibilities:
* Providing high quality financial advice and support to Finance & Operational leads covering all aspects of CHC financial performance to ensure sound financial management reporting within the Health Board.
* Responsible for the setting, maintaining and monitoring budgets allocated to Divisions and CHC Operational Teams (circa £60m pa).
* Contribute to the completion of monthly Welsh Government monitoring returns, annual accounts and to provide expert advice and financial forecasting analysis to Senior Finance colleagues.
* Manage the two CHC Finance Teams (Payments & Management Accounts), ensuring the effective management of them to meet reporting, payment and query resolution deadlines.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Be CCAB qualified (or actively studying), with experience in managing a Finance Team. Have an awareness of Continuing Health Care services within the NHS. The ability to speak Welsh is desirable, but not essential.
The post is offered on a full-time substantive basis, based in Mold, Flintshire, but other Office locations within North Wales would be considered, along with some flexibility to work from part of the week from home.

Qualifications
* Student accountant member of CCAB institute, or ability to demonstrate qualification by relevant and significant experience.
* Qualified member of CCAB institute.
Experience
* Senior finance experience in large organisation.
* Experience in the finance function, particularly within the areas of Management Accounting, Sustainability and Reporting.
* In depth knowledge of financial and accounting procedures and financial aspects of NHS Legislation and policy.
* Experience of data manipulation, investigation and analysis.
* Experience of dealing with complicated situations and the delivery of challenging corporate objectives.
* Experience of working within a complex and politically sensitive organisation.
* Evidence of successfully influencing senior clinicians and other professionals and working with a multi-disciplinary team.
* Experience of working in the National Health Service at a senior level.
* Experience of preparing Business Cases and benchmarking.

* Ability to analyse and communicate highly complex information effectively at all levels within the organisation and also to external bodies.
* Excellent and highly developed analytical, interpretational and comparative skills capable of dealing with highly complex and sensitive information.
