The post holder will be accountable for the provision of internal audit services to designated areas of HMRC, including to the Valuations Office Agency. The post holder will oversee delivery of the annual audit plan and will also lead on audit planning and resourcing, professional standards and will oversee the work of the finance, planning and reporting team. The exact portfolio will be determined once the post holder is appointed, taking account of the best fit of portfolios across the senior team within Internal Audit.
Job description
In terms of audit delivery, the post holder will be responsible for:
* Providing HMRC and shared services customers with reliable, evidence based, independent opinions on risk management, control and governance.
* Directing activity to develop and implement an internal audit plan which reflect the priorities of the HMRC and the VOA.
* Securing agreement to internal audit plans with the appropriate Director Generals, CEOs and Audit Committees.
* Establishing and monitoring Service Level Agreements for the VOA.
* Directing resources to enable effective delivery.
* Delivering plans to time, budget and quality standards in order to support year end assurances and other agreed stakeholder requirements.
As a senior member of HMRC’s Internal Audit team, the post holder will be responsible for:
* Deputising for HMRC’s Director of Internal Audit as required in supporting HMRC’s Audit Committee and CEO and other senior stakeholders.
* Assisting in the management of relationships with external bodies such as the NAO and GIAA.
* Supporting the internal audit team’s programme of continuous improvement activity and directing activity to develop new innovative audit products and techniques.
* Providing timely and effective investigative services in response to requests from the CEO and other senior stakeholders.
* Providing leadership and management to a team of people in several of HMRC’s regional locations.
Person specification
Applicants should be able to demonstrate their experience and capability in the following areas:
* Substantial senior internal audit experience, including developing and delivering a risk-based Internal Audit programme within a medium to large sized and/or complex organisation.
* The ability to work effectively with a wide range of peers, partners and others not in their direct line of command (up to and including Board members) to create a positive impact on organisational performance and influence the adoption of good practice internal controls and risk management processes.
* Outstanding ability to communicate (oral and written), including an ability to communicate complex positions clearly.
* Strong analytical capability, combined with commercial and political acuity, which applies to understanding of strategic risks and challenges to the delivery of assurance services.
* The ability to lead and manage innovation and improvements, identifying resistance, building engagement and involvement, and embedding change.
* An ability to respond quickly to fast moving priorities.
* Highly developed leadership skills, with proven experience of building and inspiring effective teams, developing capability and creating an engaged and motivated workforce.
Essential Qualifications:
* A qualified Chartered Internal Auditor (CMIIA and CIA) or qualified Accountant (Qualified member of one of five CCAB bodies (ICAEW, ACCA, CIPFA, ICAS, Chartered Accountants Ireland or CIMA)) with a completed logbook, who has relevant post qualification experience.
