We are looking for an experienced and knowledgeable professional to join us as a Senior Level Crossing Safety Specialist at Network Rail. You should have a strong background in risk management and safety within the rail industry, with expertise in level crossing operations, policies, and risk assessment models. A keen eye for detail, problem-solving skills, and the ability to provide expert advice to a range of stakeholders are essential. You will play a key role in shaping safety strategies, driving innovation, and ensuring compliance with industry standards. You will need to be a team player, people person, great communicator, and adept at managing risks at a local, tactical, and strategic level across a large business.

About the team.
This is an exciting opportunity to join Network Rails Level Crossing Safety Team in Technical Authority. Technical Authority's purpose is to support front-line colleagues within our 13 routes and 5 regions to deliver safe and efficient performance for passengers and freight. We do this through providing technical leadership and specialist expertise, managing the National Control and Competence Frameworks, facilitating technical growth and lateral learning, and assuring regional delivery.
Our role is to find creative technical solutions to problems, to set effective strategy and policy, to cut red tape, to find better ways of doing things and to provide strong competence and assurance regimes that make sure we do things effectively.
What does the average day look like?
You will work in a small dynamic, people-orientated safety team that works closely with our front-line to continuously improve and strengthen our level crossing risk management framework. The role offers great diversity across in all aspects of level crossing safety. At a high-level your duties centre on how the organisation manages the wellbeing of public and passenger safety in this key area of operational risk.
In this role, you will support Network Rails customers and suppliers by offering subject matter expertise and contributing to the development of risk management strategies. You will play a key role in reviewing and improving policies, standards, and guidance, as well as providing technical oversight of risk assessment processes and the All-Level Crossing Risk Model (ALCRM) system. Your responsibilities will also include supporting accident investigations, driving innovation in risk management, and ensuring compliance with industry recommendations and audit actions. Additionally, you will advise on Network Rails Health and Safety Management System, conduct assurance site visits, and help shape competency frameworks to enhance long-term safety strategies.

Essential Criteria
1. Strong understanding of level crossing strategy and risk management principles
2. Proven experience in level crossing risk management and use of the All-Level Crossing Risk Model (ALCRM)
3. NEBOSH General Certificate (or ability to attain) and appropriate IOSH membership
4. Proven experience of developing and successfully implementing effective organisational interventions
5. Ability to effectively engage with and manage multiple stakeholders at varying levels across an organisation
Desirable Criteria
1. Formal project management qualification
2. Qualified to degree level
3. Understanding of the role of bow-ties in identifying risk controls
4. Experience of working within a railway, construction or similar environment
