Job Title: Senior Licensing Enforcement Officer
Job Purpose
To support the licensing service in discharging the Council’s statutory licensing functions by undertaking the full range of licensing enforcement duties and contributing to the effective and efficient running of the Licensing team.
To support responsible licensed operators by providing advice, education and information on licensing processes and best management practice, while protecting the broader community by taking effective enforcement action against irresponsible and illegal operators.
Specific Accountabilities of the Role
1. Lead on all licensing enforcement matters and fulfil the licensing responsible authority role by reviewing relevant licence applications and pursuing representation where operating schedules are considered deficient.
2. Provide expert advice on licensing enforcement matters to colleagues, partner service agencies, senior officers, and elected members.
3. Undertake comprehensive inspections of licensed premises in accordance with a risk-assessed programme to ensure compliance with licence terms, conditions, and restrictions.
4. Support licensees by providing clear, practical advice on compliance, licensing processes, and relevant best management practices.
5. Gather and investigate intelligence and follow up complaints about breaches of licence terms, conditions, and restrictions.
6. Take appropriate formal enforcement action, including the issuance of statutory notices and/or the institution of legal proceedings for serious breaches.
7. Gather evidence, interview suspects, and compile case reports for formal legal action, presenting evidence in court, tribunal, or hearings.
8. Review relevant licence applications and submit representations in pursuit of licensing objectives.
9. Provide written reports on licensing enforcement activities and service performance, as well as prepare and present committee reports.
10. Maintain electronic and paper records on the service database system to support the administration of the licensing function.
11. Assist in managing the financial aspects of licensing functions, ensuring correct fees are levied and undertaking enforcement activity for unpaid licence fees.
12. Follow all statutory and professional policies, procedures, and work practices to ensure all activity is provided professionally and efficiently.
13. Represent the licensing team on licensing matters at corporate and professional groups.
14. Assist in the development and implementation of enforcement strategies and team programmes.
15. Ensure maintenance of statutory registers and assist with timely production of information for statutory returns.
16. Respond to all service requests and enquiries, assisting the Service Manager in investigating complaints and incidents.
17. Lead or assist in managing assigned projects and promotions under senior management direction.
18. Establish effective working relationships with other Council departments and actively develop partnerships to pursue service objectives.
19. Maintain up-to-date knowledge of law enforcement and licensing legislation.
20. Develop procedures for efficient and effective delivery of the licensing service.
21. Participate in planned operational activities during out-of-normal working hours as required.
22. Undertake any other duties compatible with the grading of this post.
