Job Summary
The Contract Manager is responsible for supporting the Head of Procurement and Performance in the planning, organisation, management and delivery of the procurement service, ensuring the department provides an efficient, effective and responsive service while maximising best value for money and complying with relevant legislation.
Main Duties of the Job
1. Day-to-day operational responsibility for the delivery of an expenditure control programme aimed at providing genuine cost improvements across all levels of Trust-influenceable non-pay expenditure. This includes supporting the delivery of the Carter objectives by identifying and generating financial savings for the Trust through focused contract negotiation around all goods and services.
2. Deliver work programmes that may impact across other departments and affect service delivery. Work closely with end users to ensure the delivery of these programmes causes minimal possible disruption.
3. Facilitate and manage procurement processes, tendering, negotiation, contract award, and ongoing contract management. Coordinate and manage agreements to ensure that service levels and price competitiveness are maintained or enhanced.
4. Provide advice on all procurement-related issues to all levels of staff and discuss detailed contractual issues on a wide and varied portfolio with Trust staff and suppliers to ensure that contractual terms and obligations are fully understood and that both financial and supply risks are minimised.
5. Provide expert advice to the Divisions/CBUs on the compliant procurement options available to them for best value for money procurement of supplies and services required to support and enable the delivery of Trust services.

Person Specification
Qualifications and Skills
* Excellent written and verbal communication skills.
* Sound understanding of the concept of e-commerce.
* Excellent analytical and numerical skills.
* Comprehensive working knowledge of order processing systems.
* Minimum three years' experience working at a senior purchasing level.
* Educated to degree level or equivalent.
* Full membership of the Chartered Institute of Purchasing and Supply (CIPS) or equivalent relevant experience.
* Able to work on own initiative.
* Enthusiastic/self-motivated.
* Flexible approach to work/adaptable.
* Excellent interpersonal skills.
* Effective leadership skills.
* Able to act as a representative of the Department and promote a positive image.
Experience and Knowledge
* Experience of working under pressure to strict deadlines, prioritising own workload, and that of others.
* Excellent organisational skills.
* Ability to remain focused under pressure.
* An understanding of current legislation (PCR 2015) with competitive tendering and contract awards.
* Ability to provide procurement awareness training to members of staff from other departments. Good presentation skills.
* Team player with the ability to motivate and develop a team.
* A knowledge and understanding of the terms and conditions of contracts.
* Experience in the letting and managing of complex contracts for a wide and varied portfolio with contracts in excess of £1m.
* Able to manage own stress levels effectively.
* Experience of detailed analysis of data relating to the review of product use, costs, and savings.
* Demonstrable knowledge of Procurement, Customer Care, and Supply Chain Management techniques.
* Demonstrable achievements in a purchasing and supply environment.
* Previous NHS Procurement Experience.
