Job description
This is an exciting opportunity to work collaboratively with Industry Partners to ensure that we offer our Customer (UK based Armed Forces) value for money solutions in their many infrastructure challenges. This role requires establishing efficient and effective working relationships with the Suppliers, site based DIO colleagues and other customers to ensure the best workable pragmatic outcomes are derived and offer value for the property product offered. We work with Army, Navy, UK Strategic Command, Defence Equipment & Support and Royal Air Force customers as well as those from our Suppliers provide our end users swift suitable solutions to their infrastructure needs.
This is a high profile and at times exciting role from which the successful candidate will derive a significant sense of achievement in supporting Billable Works delivery against an ever growing portfolio of activity that directly supports the Customer to live work train and deploy whilst also striving to meet Government sustainability targets.
This post is within the Regional Technical Team (RTT) which is responsible for the delivery of Facilities Management assurance on all establishments withing the remit of Regional Delivery Central. The RTT leads the more technically complex work within the Command Infrastructure Delivery Plans and ensure delivery. You will be responsible for collaboratively conforming with all agreed DIO processes and Operating procedures to ensure service provision and delivery of VFM solutions for our customer community to a positive outcome. You will provide assurance of service delivery to support statutory compliance of the MOD estate, provide key customer engagement and feedback on Supplier's performance under Future Defence Infrastructure Service arrangements including issue Post Holder will be required to travel throughout the Region to effectively delivery their outputs.
Person specification
The Cost Management team undertake a variety of tasks for RTT and Operational teams within a matrix managed environment. You will work effectively with a wide range of internal and external customers, providing:
� Cost estimates for Construction Minor Works.
� Contractor Cost Data reviews and VFM Benchmarking.
� Cost Models on ad hoc Projects and Programmes.
� Tender Evaluation reviews.
� Ad hoc Cost Guidance to colleagues.
� Exercising Commercial Delegation to commit work to delivery
� Cost Assurance of delivered work
� Primary focus will be to support the TLB funded Command Infrastructure Delivery Plans and ensure delivery
All of this within a fast-paced agile delivery organisation.
Essential Experience & Skills:
�Proven experience in compliance management across a large portfolio or/and complex organisation.
�Experience of working in a property management (or similar) organisation including experience of managing one of the following: fire, legionella, gas, asbestos, electrical, fuels.
� Understanding and complying with estate and property related legislative, statutory, regulatory and professional requirements.
� Relevant experience of working in highly collaborative environments and/or matrix managed organisations.
Licences
Driving Licence as need to visit multiple sites sometimes including an overnight stay not all are accessible by public transport.
Qualifications
BSc Quantity Surveying or equivalent, or
BTEC/ SQAHNVQ or SCOTVEC HNC/ HND in relevant construction field, or
Substantial relevant and recent experience in a construction, infrastructure or engineering related discipline and willing to work towards gaining a relevant professional qualification
Memberships
Holds professional membership or similar relevant professional body.
