An exciting new opportunity has arisen within the Waste Management Delivery team at Leicestershire County Council.
We are looking to recruit a Senior Waste Operations & Contracts Management Officer with experience in contract management who can support the management of Leicestershire County Council’s Recycling and Household Waste Sites (RHWS) and Waste Transfer Station (WTS) on-site operations.
About the Role
As the successful candidate, you will become an essential member of the Waste Management Delivery Team. You will: -
1. Lead on the development and delivery of waste operational projects and improvements.
2. Develop and deliver recycling and treatment services.
3. Develop and deliver savings initiatives (including income generation).
4. Monitor and manage relevant budgets.
5. Procure, manage, and operate waste and related maintenance contracts for: Recycling & Household Waste Sites (RHWS), Waste Transfer Stations (WTS), waste disposal/treatment and environmental maintenance.
6. Monitor compliance at RHWS and WTS sites in accordance with relevant legislation including health and safety and environmental legislation.
7. Oversee site provision of operational equipment, legal consents, security systems (such as CCTV) and other maintenance.
8. Support the Waste Management Delivery teams and Team Manager as required.
About You
To apply for this post, you must:
9. Hold a relevant degree or equivalent experience in waste management, contract management or contract procurement. Hold a COTC (or be willing to work towards) and be a member of the CIWM (or willing to work towards).
10. Have experience in budget management including monitoring and planning abilities.
11. Have experience of management and delivery of projects, including good knowledge of project management principles.
12. Demonstrate the capability to build powerful relationships across stakeholders, utilising excellent communication and presentation skills with the ability to negotiate, shape and influence as well as work to tight timescales.
13. Have experience of procurement and management of waste or maintenance contracts. Hold a good knowledge of site operations and environmental compliance, as well as experience of managing waste operations (or services of an equivalent operational nature).
14. Demonstrate an understanding of and commitment to equal opportunities and can apply this to all situations.
15. Be able to travel to locations across the County as required and perform all duties and tasks with reasonable adjustment, where appropriate, in accordance with the provision of the Equality Act 2010.
