Your role will be to ensure that the Devon and Torbay Combined County Authority (“DTCCA”) positively communicates and engages with its communities to deliver its ambitions, with all communities feeling able to influence the decisions made by the Combined County Authority.
You will develop and implement communication and engagement strategies, manages various channels, and builds key relationships to raise awareness, foster understanding, and support the objectives of the DTCCA.
You will directly influence and be responsible for building the DTCCA’s reputation and profile through their expertise across a broad range of communication and media disciplines.
Main duties and responsibilities:
1. Develop and deliver the annual programme of communication, consultation and engagement for the Combined County Authority that promotes the Authority positively for residents, businesses and partners, meets the statutory consultation requirements and supports the policy development needs of the Authority.
2. Develop and implement innovative campaigns with key messages to deliver creative, targeted and effective marketing, engagement and communications across multiple channels to ensure optimum visibility.
Ensure the Combined County Authority is consulting effectively on policy change and that communities feel able to influence decisions through open and maintained dialogue to aid the Authority in delivering its ambitions.
3. Develop and implement clear Communication and Engagement Plans for specific projects in conjunction with the Director of Operations and the Programme Manager, and where appropriate partner organisations, and undertake evaluation of the impact of the Plan in order to maximise results and inform future activity.
4. Provide guidance to determine which decisions require consultation (and the level of that consultation) and equality impact assessments and advise the Director of Operations and the Programme Manager accordingly; and to review and provide critical challenge to impact assessments to ensure that the decisions made by the Authority are informed by evidence, engagement and consultation.
5. Respond appropriately to media enquiries, identify emerging issues and address in an appropriate and timely way, including advising on high-level, contentious and sensitive media issues.
6. Ensure the Combined County Authority’s web content, including on the intranet, contains professional, quality and timely information and that it reflects changing priorities and satisfies the latest standards.
Maintain an effective digital and social media presence for the Combined County Authority, using social media to drive traffic to the website, developing online communities, creating html campaigns, monitoring and reporting of those campaigns, researching and creating content for use across digital communications campaigns carried out by the Authority.
7. Ensure that the Combined County Authority engages effectively with its staff, and those undertaking work on behalf of the Combined County Authority within the Constituent and Non-Constituent Authorities, to bring the vision of the Authority to life, ensuring messages get to the right people at the right time so we can positively influence behaviour.
