The Communications Directorate delivers professional communications on behalf of HMRC and is recognised as running one of the largest and busiest communications teams in government.

Job Description
Job holder will lead HMRC’s creative services team and be responsible for the delivery of creative solutions that support our biggest campaigns and operational priorities in support of the HMRC vision and strategy.
Job holders in this grade will carry out a range of activities across communications professional disciplines to support efficient running of the directorate. This may involve being deployed across any of the communications teams and functional areas to support emerging priority work.
Key Responsibilities
* Strategy development: Develop and implement the Department’s creative services strategy, ensuring it supports delivery of the Communications and Guidance Strategy and key organisational priorities.
* Project management: Develop and provide oversight of the creative process for multiple projects and campaigns, successfully delivering large, complex content projects, as well as several small to mid-size projects on time. Continuously improve processes and ways of working.
* Stakeholder management: Manage senior stakeholder relationships at all levels, developing a collaborative environment in the development of creative solutions that fosters continuous improvement.
* Commercial management: Ensure we have the right agencies in place to support delivery, effective contract management, tracking quality and budget management etc. Oversee the creative campaigns and assets produced by agencies, ensuring timely creative input and optimal processes.
* Leadership: Lead the team, creating an environment inspiring collaboration, creativity, and development. Manage the team to deliver high quality, cost effective and timely outputs.
* Brand management: Support the Design Manager and Brand Team to develop and maintain the Department’s brand guidelines, increasing awareness and ensuring that they are being used correctly across the Department.
* Innovation and best practice: Keep HMRC at the forefront of best practice in creative strategy in a way that delivers value and drives innovation. Work with the Design Manager and colleagues across HMRC and cross Government to explore the timely and safe use of emerging technology such as Artificial Intelligence.
Key Deliverables / Portfolio
* Work with the Strategic Communications planning team and portfolio leads to develop the annual delivery plan for Creative Services.
* Create and maintain a planning roadmap/critical path, including sign-off processes, for the creative services team, aligning with the strategy and providing creative capacity for emerging demands.
* Deliver communications support, particularly for complex communications, to ensure teams understand how to make the best use of creative solutions to achieve their objectives.
* Develop and embed a service offer, communicating the team’s purpose, vision and delivery commitments to the organisation.
* Build, manage, coach and develop high-performing teams, delegating as appropriate.
* Set high standards for creative assets across HMRC, considering the needs of the client fully and co-creating creative solutions.
* Work with representatives from the business and wider government to identify and implement creative solutions to achieve business objectives.
* Develop a clear understanding of major HMRC programmes and the role of creative services in delivering them.
* Support the team to innovate, pilot and drive new creative approaches, learning from and adopting industry best practice.
Essential Criteria
* Strong background in leading in-house or agency creative services teams.
* Strong commercial understanding.
* Strong interpersonal skills including working at pace between teams, departments and organisations to reach a common goal.
* Strong, demonstrable leadership experience.
* Stakeholder management experience.
* Proven experience in implementing efficient workflows for complex integrated campaigns.
Desirable Criteria
Degree in relevant subject such as Graphic Design or equivalent academic or professional experience.
Additional Security Information
Please note that if you are appointed to 100 Parliament Street, as a condition of working in this location you will be required to obtain Counter Terrorist Check (CTC) level clearance. To obtain this level of clearance, you will normally need to meet the minimum UK residency period, which for CTC is 3 years UK residency prior to your vetting application.
