Your new role
National Highways is excited to be looking to recruit aProperty Acquisition Policy Adviser to join our specialistProperty and Compensation team, within our Major Projects Directorate.This role is for a 12 month fixed term contract or secondmentand can be based form either our Bedford or Birmingham office, with a hybrid mix of home and office working.
In this role you willpromote, support the development of, and publish property acquisition and compensation policies, processes and guidance. You will provide a focal point for all advice, enquiries and training on all aspects of acquisition and compensation, capturing lessons learnt on projects and sharing best practice.You will be working with colleagues, our supply chain, strategic partners and key external stakeholders, adding value by ensuring that policy initiatives are properly understood and implemented to aid the delivery of the Roads Investment Strategy (RIS) and provide advice, as a subject matter expert.
You will manage professional land valuation, and conveyancing services suppliers in the delivery of property acquisition and compensation services for all operational property and project delivery teams.
What youll be leading on
* Support the development of company policies and procedures within the Way we Work Property Lifecycle Sharepoint site (National Highways quality management system for all property acquisition and compensation related matters), to ensure they are agile, fit for purpose, and attuned to evolving legislative landscapes. Engender a cooperative implementation of policy initiatives to deliver excellence in customer service, best practice and operational performance.
* Be a Subject Matter Expert on acquisition and compensation matters and the operation of the valuation and conveyancing service contracts, providing advice and training to colleagues at all levels.
* Contract manager for three land valuation and conveyancing service contracts: monitoring contract spend against budgets ranging between £10m and £20m; initiating action to require contract users to release unused commitments; and supporting the framework manager in:obtaining authorisation for any increase in contract budgets, conducting performance reviews of suppliers, and monitoring the allocation of work.
* Devise and develop template instructions, land cost estimate and other valuation reports, precedent contracts and documents, etc. in conjunction with contracted suppliers and property colleagues, to standardise requirements; ensure outcomes, assumptions and recommendations are justified; and optimise efficiency.
* Review and maintain situational descriptions and the related Property Service Catalogue of the services offered by Property and Compensation division to colleagues across the company.
* Champion divisional interests through representation at internal and external forums as required, promoting best practice. Share information about proposed policies, processes and guidance, to improve standardisation and consistency.
To be successful youll need
* Experience of working in a property or compulsory purchase environment, with knowledge of the Compensation Code and its core principles for the compulsory acquisition of land and payment of compensation, advising on policies and procedures in the discharge of the companys statutory obligations.
* Experience working in a customer facing environment, ensuring policies and procedures are lean, fair and clearly communicated, enabling landowners/customers to understand their options and make informed decisions.
* Experience in managing service suppliers performance to quality, time and cost and engendering an open, collaborative approach to achieve common aims and outcomes.
* Ability to analyse complex information and develop innovative practical solutions within a governance/policy framework, providing technical advice to colleagues at all levels and with different technical understanding.
* Proven ability to build and maintain successful relationships with key stakeholders, so that property and compensation priorities and objectives are clearly communicated.
* Relevant property qualification (RICS, CILEx, etc) would be desirable.
A bit about us
Major Projects Property and Compensation division leads the property-related elements of projects anticipating and assessing needs and formulating good quality solutions in partnership with project managers and their teams.
The Property Policy team within Property and Compensation division provides a central property advisory and contract management service. We provide advice on acquisition, compensation, Part I claims, practices and policies and lead the procurement and central management of the property valuation and conveyancing services contracts.
